RECOMMENDED ACTION:
Adopt Resolution No. 99 -aY 5 approving plans and specifications and authorizing the City
Clerk to advertise for bids for the construction of Faraday Avenue Improvements, Project No. 3593 and authorizing a loan and appropriating the funds.
Adopt Resolution No. 1054 of the Board of Directors of the Carlsbad Municipal Water District of Carlsbad, California, approving plans and specifications and authorizing the Secretary of
the Water Board to advertise for bids for the construction of an 8” water main and a 12” recycled
water main, Project No. 98-107 and appropriating Water Replacement Funds.
ITEM EXPLANATION:
Staff recommends approval of the plans and specifications for the construction of Faraday Avenue from its existing westerly terminus to Cannon Road. Features of the construction include the
construction of sewer, water, recycled water mains, streetlights, sidewalks, curb and gutter, an enhanced and landscaped median, a traffic signal at the Cannon Road intersection and roadway
surface improvements.
ENVIRONMENTAL REVIEW:
The Planning Director has determined that the requested action is consistent with prior
CEQA review. The project was reviewed in the Mitigated Negative Declaration, approved on
September 8, 1998. Significant environmental impacts identified by those CEQA documents were
determined to be mitigable to levels of less than significant. Permits from the resource agencies
are in the final stages of approval.

The total cost of construction is estimated to be $2,372,000. The cost of administration, inspection materials testing, surveying and contingencies are estimated to be $593,000 for a total project cost
of $2,965,000.
Community Facilities District No. 1, Public Facilities Fee, Water Connection and Sewer Benefit
Area E funds totaling $2,470,000 are currently available and appropriated.
In order to install the recycled water main, an additional appropriation of $325,000 is required from
the Water Replacement fund. In addition, the Sewer Benefit Area E fund will require a loan of
$170,000 from the Sewer Replacement fund to complete the installation of the sewer main. These
sewer funds will be appropriated to the South Agua Hedionda project.

SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF
FARADAY AVENUE IMPROVEMENTS, PROJECT NO. 3593 AND
AUTHORIZING A LOAN AND APPROPRIATING THE FUNDS.
6 WHEREAS, the City Council of the City of Carlsbad, California has determined it
7 necessary, desirable, and in the public interest to construct Faraday Avenue Improvements from
6 its existing westerly terminus to Cannon Road; and
9 WHEREAS, the Planning Director has determined that this project described in the
IO Mitigated Negative Declaration Case No. CDP 98-39 is within its scope; and
11 WHEREAS, there will be no significant unmitigable effect, not analyzed therein; and
12 WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
13 equipment, transportation and other expenses necessary or incidental for said project have been
14 prepared and are on file in the Engineering Department of the City of Carlsbad and are
15 incorporated by reference herein; and
16 WHEREAS, sufficient funds are available and appropriated for the road
17 improvements; and
18 WHEREAS, an additional $170,000 will be required to complete a sewer main; and
19 WHEREAS, funding from Community Facilities District No. I, Public Facilities Fees and
2o South Agua Hedionda Interceptor Phase I includes funds to construct this project and said
21 project is included in the 1999/2000 Capital Improvement Program.
22 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
23 California, as follows:
24 1. That the above recitations are true and correct.
25 2. That the plans, specifications, and contract documents as presented are hereby
26 approved.

1 3. That the Finance Director is authorized to loan $170,000 from the Sewer
2 Replacement fund to the Sewer Benefit Area E fund and appropriate the funds to the South Agua
3 Hedionda project.
4 4. That said loan will be repaid from future Sewer Benefit Area E revenues when
5 available.
6 5. The City Clerk of the City of Carlsbad is hereby authorized and directed to
7 publish, in accordance with State law, Notice to Contractors Inviting Bids for the construction of
8 Faraday Avenue Improvements, Project No. 3593.

water and 12-inch recycled water transmission main with Faraday Avenue plans and
