Request to Give Presentation on the Benefits of Alternative Fuel
Vehicles by the San Diego Gas & Electric Company
RECOMMENDED ACTION:
Receive presentation from Frank Urtasun, Regional Public Affairs Manager for the San
Diego Gas & Electric Company, on the benefits of alternative fuel vehicles for the City of
Carlsbad.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from the San Diego Gas & Electric Company requesting to provide an
informational update on the use of alternative fuel vehicles. The presentation will also
examine potential partnership opportunities and funding sources available to the City.

Dear Mayor Lewis:
San Diego Gas & Electric (SDG&E) recently met with Councilmember Julie
Nygaard to discuss Alternative Fuel Vehicles and how the City of Carlsbad could
benefit from this alternative form of transportation. Our discussion also focused in
on funding sources and partnership opportunities.
In an effort to explore this partnership further, SDG&E along with the San Diego
Regional Alternative Fuel Vehicle Coalition (Coalition) requests the opportunity to
provide a brief informational presentation to the City Council at an upcoming
meeting. The item would be informational only and would provide details to the
Council about Alternative Fuel Vehicles and projects that are being planned to
assist local governments. The City of Carlsbad was a Charter member of the
Coalition back in 1996. Due to the support of the City of Carlsbad, the San Diego
Region was able to obtain the Clean Cities designation from the Department of
Energy.
I have enclosed additional information about SDG&E and the San Diego
Regional Alternative Fuel Vehicle Coalition. I look forward to the opportunity to
introduce this program to you and the City Council.

Re: Funding Opportunity for Electric Vehicles and Infrastructure!
1999 brings another opportunity for local governments to receive funding from
the State of California to offset a portion of the cost to purchase or lease zero-
emission electric vehicles and related recharging infrastructure. Funding would
come from the Legislature’s annual appropriation of Petroleum Violation Escrow
Account (WEA) funds.
Up to $10 million in PVEA funding was appropriated in 1997 for electric vehicles
and in&tstructure in Senate Bill 368 (Peace, D-El Cajon). This vear there is $15 million dollars in PVEA funds available for anpromiation, following negotiations
between the Assemblv. Senate and the Governor’s office on which uroiects and programs to tid.
PVEA funds come from federal court judgments and settlements against major oil
companies for consumer overcharges during years when there were price controls
on petroleum. As a result these funds can only be used for projects which help
reduce our dependence on petroleum and save energy. Electric vehicles are ideal
candidates for this funding.
IF YOU ARE INTERESTED IN RECEJYING A PORTION OF THESE FUNDS YOU SHOULD WRITE YOUR STATE LEGISLATORS TODAY!
Your request could be for funds to buy-down the cost of electric vehicles and
i&?astmcture for vour own fleets, or for local programs which buy-down the cost
of these vehicles and in&structure for individual consumers and businesses. This
latter use is patterned after a program now being administered by the California
Energy Commission, in which grants were provided to five participating local air
districts (San Diego, Ventura, Santa Barbara, Sacramento, and San Francisco).
The South Coast Air Quality Management District administers a similar program of their own.
I have attached a suggested draft letter which may assist you in preparing a request. Your request will have a better chance of being included in the legislative
appropriation if it is relatively small. CalETC is recommending that each local
government request in the range of $100,000 to $250,000.
You should also send a copy of your letter to CalETC. Please feel free to call me,

information or assistance.

The (name of local povernment) is interested in receiving between $lOO,OO -
250,000 in PVEA funds to buy-down the cost of electric vehicles and re-charging
irdiastructure.
I understand there is $15 million available for legislative appropriation this year. I
also understand that decisions on how to allocate these funds have traditionally taken
place through a process in which individual legislators submit specific funding
requests through their caucus, with final decisions made as part of a negotiation
between the Assembly, Senate, and Governor’s Office.
I’m sure that competition for these funds must be fierce. I hope you will submit this
request on behalf of your district, and push to have it included in the final negotiation.
Our local community is very interested in encouraging the use of electric vehicles -
not only as a way to reduce air pollution and decrease our dependence on foreign oil -
but also because electric vehicle technologies can help create new industries and jobs
in California.

What is CalETC?
The California Electric Transportation Coalition
(CalETC) is a nonprofit, tax exempt business association formed
in 199 1 to support California’s leadership role in the development
and commercialization of electric vehicles and other forms of
electric transportation. The members of CalETC are: the Los
Angeles Department of Water & Power, Pacific Gas & Electric
Company, Sacramento Municipal Utility District, San Diego Gas
& Electric Company, Southern California Edison Company, A-Z
Bus Sales, Advanced Lead-Acid Battery Consortium, Alan&a

CalETC acts as an information link and resource on
electric transportation issues between the California legislature,

private-sector organizations, including auto makers,

market pioneers. CalETC also advocates on behalf of existing

Mission Statement:
The San Diego Regional Alternative Fuel Vehicle Coalition (Coalition) is a balanced partnership
of public, private agencies, businesses and interested citizens. In the greater San Diego
region, the Coalition is dedicated to improving the air quality and to developing economic
growth by promoting the use of alternative fuels and alternative fuel vehicles.
Goals and Objectives:
The Coalition is dedicated to implementing its goals and objectives which are to
l Provide a forum for members to network and exchange ideas;
l Educate its members and the general public on alternative fuels, alternative fuel
vehicles, and the federal, state and local regulations which govern them;
l Support Coalition-approved programs and projects;
l Advocate through legislation the promotion of alternative fuels and alternative fuel
vehicles; and
l Network, interface and coordinate with adjacent jurisdictions on issues of mutual
concern.
Overview:
The San Diego Regional Alternative Fuel Vehicle Coalition will be an important resource of
alternative fuel vehicle (AFV) related technical, financial and legislative information. In this
process, the Coalition shall study and evaluate all commercial vehicle fuel options in an effort to
overcome AR/-user problems and to identify AN-market opportunities to pursue. The
Coalition shall establish plans and goals which are designed to accelerate the use of AFVs in a
cost-effective manner, thereby, improving air quality and the economy in the greater San Diego
area. The Coalition in this pursuit will educate, communicate, network, promote and otherwise
encourage the use of AFVs as a critical element of a larger, long range program to correct the
air quality in the San Diego area.
Lastly, as a major resource of knowledge on AFVs, the Coalition shall continuously renew,
correct and improve the overall process by measuring the progress of AFVs against the goals
of the Coalition and the level of satisfaction of AN users.
