I : TITLE ACCEPTANCE OF DONATION FROM THE CHARLES 8, RUTH BILLINGSLEY FOUNDATION RECOMMENDED ACTION : City Council adopt Resolution No. q+‘@ accepting a $10,000 donation from the Charles & Ruth Billingsley Foundation. Item Explanation: Mrs. Ruth Billingsley is a participant at the Senior Center. She became aware of our interest in purchasing computers for the Senior Computer Lab through an article in the North County Times (Exhibit 2). Mrs. Billingsley recommended that staff approach the Billingsley Foundation for funding (Exhibit 3). In March 1999, we received a check from the Charles and Ruth Billingsley Foundation in the amount of $10,000 to purchase state of the art computers for utilization by Seniors in the Senior Center Computer Lab. Senior Commission Recommendation: At their meeting May 6, 1999, the Senior Commission voted unanimously to recommend City Council acceptance and appropriation of the $10,000 from the Charles & Ruth Billingsley Foundation. The Commission further recommends that the funds be utilized toward the purchase of computers and software for the Senior Center Computer Lab. Fiscal Impact: The $10,000 donation has been deposited into the Senior Trust Fund Account #I43 4567 5651. Exhibits: 1. Resolution No. 99 d aq8 2. North County Times Article l/31/99. 3. That the above recitations are true and correct. 2. That the City Council accepts the donation of ten thousand dollars ($10,000) on behalf of the Senior Citizens of the City of Carlsbad. The article indicated we are utilizing outdated computers which were donated and that we hope to purchase state of the art computers when funding becomes available. Mrs, Ruth Billingsley happened to see the article and stated she is enthusiastic about joining our Computer Users Group. She suggested that we apply to the Billingsley Foundation for the funds to purchase four computers. It is estimated that we could purchase new, quality computers with “easy view” 19 inch monitors for approximately $3,000 each. Also, we would need four printers which cost approximately $300 each. As you know, computers have become a way of life. For those who are not computer literate, there is not only a great deal of mystery but also a void and sense of being left out. Our goal is to unwrap and reveal the mystery of the “information super highway” in order to train our seniors so that they can be in the mainstream. By establishing our seniors’ computer lab they will be provided an opportunity to learn the basics of computer operation; they will gain a sense of the expansive capabilities that are available to them; and, accomplish this in an atmosphere where they are comfortable and not competing with younger people. Additionally, the instructors are their peers which proves to them that they can learn computers and overcome their fears. I see this as a terrific opportunity for the Billingsley Foundation to assist with providing seniors, a large and growing segment of the population, a stepping stone to the future. The exposure these individuals will receive will go a long way toward closing an existing “generation gap.” I encourage you to stop by and see the enthusiastic seniors attending our Computer Users Group. On most meeting days there is standing room only which is a testimonial to the interest and the need. Upcoming meeting dates for the Group are Friday, February 26 from 9 - 11 AM and Thursday March 11 from 2 - 4 PM. Thank you for your consideration, and I look forward to working with you again.
