IECOMMENDED ACTION:
Adopt Ordinance No. NS-498, approving a Zone Change and Local Coastal Program
Amendment on property generally located west of Black Rail Road and north of Aviara
Parkway in Local Facilities Management Zone 20.
ITEM EXPLANATION
Ordinance No. NS-498 was introduced at the regular City Council meeting of July 6, 1999.
The second reading allows Council to adopt the ordinance which would then become
effective in thirty days. The City Clerk will have the ordinance published within fifteen
days, if adopted.

AMENDMENT CHANGING THE PROPERTY’S ZONING
TIAL R-1-Q ON PROPERTY GENERALLY LOCATED WEST
OF BLACK RAIL ROAD AND NORTH OF AVIARA
PARKWAY IN LOCAL FACILITIES MANAGEMENT ZONE

CASE NAME: CARNATION PROPERTY

The City Council of the City of Carlsbad, California, does ordain as follows:
SECTION I: That the zoning map is hereby amended as shown on Exhibit ZC
FROM LIMITED CONTROL LC TO ONE FAMILY RESIDEN-
98-1 1 attached hereto.
SECTION 2: When effective, this ordinance will also constitute an amendment
to the Local Coastal Program Land Use Map as shown on Exhibit ZC 98-11ILCPA 98-08
attached hereto.
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be
published at least once in a publication of general circulation in the City of Carlsbad within
fifteen days after its adoption. (Not withstanding the preceding, this ordinance shall not be
effective within the City’s Coastal Zone until approved by the California Coastal Commission.)
INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City
Council on the day of JUIY 1999, and thereafter.
