HomeMy WebLinkAbout1999-07-13; City Council; 15317; Regional Beach Stabilization ProjectAUTHORIZATION FOR BEACH EROSION COMMITTEE TO SOLICIT SUPPORT FOR REGIONAL BEACH STABILIZATION PROJECT RECOMMENDED ACTION: Adopt Resolution No. % -260 authorizing the Carlsbad Beach Erosion Committee to solicit support of the north county coastal cities to request the San Diego Association of Governments Shoreline Erosion Committee to develop a regional beach stabilization program. I ITEM EXPLANATION: The Carlsbad Beach Erosion Committee (BEC) has been discussing the possible benefits and opportunities of a sand retention program along the Carlsbad coastline for some time. The vision of the sand retention program is to develop strategies and identify potential projects which, when implemented, would provide a method of keeping sand on the local beaches deposited as a result of future beach nourishment projects. This issue first arose during the processing of the Navy’s Homepotting Project and is in the forefront again as part of the Regional Beach Sand Project and the future Opportunistic Sand Program. Development of a beach stabilization program is also included as part of the BEC’s Goals and Objectives. During the past year, Committee members have met with representatives from the Oceanside Beach Protection Committee and discussed the possibility of a joint project in the northern reaches of the Oceanside Littoral Cell. During 1998, representatives from both Committees and City staff met with the Army Corps of Engineers to investigate their role in the design and construction of a project as well as possible federal funding sources. Even though there is an opportunity for federal assistance, the down side of any local effort is the matching funds required by the Corps and the long timeframe needed to develop and implement a specific project. At the May BEC meeting, the Committee endorsed a proposal to request the SANDAG Shoreline Erosion Committee (SEC) to pursue this issue from a regional perspective. The SEC, as the regional coastal issue organization, could take the lead role in coordinating a regional sand retention program since this group is currently developing the Regional Beach Sand Project. In order to request that this issue be placed on a future agenda for the SEC’s consideration, it is recommended that the northern San Diego county coastal cities be solicited for their support for a regional approach for sand retention. Therefore, staff recommends that the BEC be authorized to approach the City Councils of the Cities of Oceanside, ,Encinitas, Solana Beach and Del Mar to solicit their support for a request to the SEC to develop a long-term beach stabilization project in northern San Diego county for the purposes of implementing a sand retentionlstabilization project. WHEREAS, the Carlsbad coastline, as well as the remaining coastal sections in the Oceanside Littoral Cell, has been continually eroding at an alarming rate during the past century; and WHEREAS, the Carlsbad Beach Erosion Committee has been discussing the benefits and opportunities of implementing a beach stabilization project along the Carlsbad coastline; and WHEREAS, the Carlsbad Beach Erosion Committee recommends that a regional approach to beach stabilization is an effective way of planning for future shoreline enhancements; and WHEREAS, The San Diego Association of Governments Shoreline Erosion Committee is the regional agency that deals with coastal issues throughout San Diego county; and WHEREAS, the Carlsbad Beach Erosion Committee recommends that the Cities of Oceanside, Encinitas, Solana Beach and Del Mar be solicited to support a regional program in designing and implementing a regional beach stabilization program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1. That the above recitations are true and correct. 1 2.
