RECOMMENDED ACTION:
Introduce Ordinance No. IuS -500 to install STOP signs on Avenida de Anita at the
intersections of Avenida de Louisa, Via Naranja, Calle Susana, Via Esparta, and Via Vera.
ITEM EXPLANATION:
At the City Council meeting of June 22, 1999, the City Council heard concerns from several
residents about speeding vehicles on Avenida de Anita. The City Council directed staff to
determine three locations on Avenida de Anita where STOP signs would be installed.
Staff has reviewed the street alignment, red curb locations, adjacent land uses, intersection
spacing, on-street parking and transit stops and is recommending that STOP signs on Avenida de
Anita be installed at the following three locations:
1. Avenida de Louisa.
2. Via NaranjalCalle Susana
3. Via EspartaNia Vera
At two locations, the side streets have separate street names and one of the two is an off-set
intersection. All factors considered, staff believes traffic operations will be acceptable at the
recommended locations.
FISCAL IMPACT:
Installing six STOP signs, STOP legends and limit lines will cost approximately $3,000.

ORDINANCE NO. NS-500
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28
OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE STOPS AT
VARIOUS LOCATIONS ON AVENIDA DE ANITA.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.480 to read as follows:
“10.28.480 Avenida de Louisa. Drivers shall stop where the
following described street intersects Avenida de Louisa:
Avenida de Anita.”
SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.490 to read as follows:
“10.28.490 Via Narania. Drivers shall stop where the following
described street intersects Via Naranja:
Avenida de Anita.”
SECTION 3: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28500 to read as follows:
“10.28.500 Calle Susana. Drivers shall stop where the following
described street intersects Calle Susana:
Avenida de Anita.”
SECTION 4: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28510 to read as follows:
“10.28510 Via Esoarta. Drivers shall stop where the following
described street intersects Via Esparta:
Avenida de Anita.”
SECTION 5: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.520 to read as follows:
“10.28.520 Via Vera. Drivers shall stop where the following described street intersects Via Vera:
Avenida de Anita.”

EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (I 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
