RECOMMENDED ACTION:
Adopt Resolution No. 99 * A@?0 for award of construction contract for Chinquapin Sewer Lift Station, 6-Inch Force Main, and 8-Inch Sewer, CMWD Project No. 97-401, Contract No. 34941.
ITEM EXPLANATION:
On May 4, 1999, the City Council authorized the advertisement of bids for the Chinquapin Sewer
Lift Station, 6-Inch Force Main, and 8-Inch Sewer, CMWD Project No. 97-401. The project will
involve the replacement of the existing sewer lift station to upgrade pumps, controls, and install a
new force main. The lift station was initially constructed in 1959 and has not been upgraded since it was first built. The engineer’s estimate for construction was $360,000. Seven (7) sealed bids were
received on June 17, 1999 as follows:

Engineering staff has prepared plans and specifications to construct the new lift station, 6-inch force
main, and 8-inch gravity sewer pipeline which are on file in the office of the Deputy City Engineer, Utilities, and are incorporated herein by reference. In accordance with Section 3.28.080 of the
Municipal Code, an Invitation to Bid was published on May 6, 1999. The Project Manager and
Purchasing Department staff have reviewed the complete bid documents from the parties in detail
and concluded the lowest responsive, responsible bidder is Ahrens Corporation for a contract amount of $345,000.
FISCAL IMPACT:
The engineer’s estimate for construction of the sewer lift station, 6-inch force main and 8-inch
gravity sewer pipeline are:

Sewer Replacement funds totaling $396,820 are available for the lift station replacement, 6-inch
force main, and 8-inch gravity sewer pipeline. Appropriations of $346,820 were available in the
fiscal year 1998/I 999 budget and an additional $50,000 budgeted in fiscal year 1999/2000.
ENVIRONMENTAL IMPACT:
The Planning Department has reviewed the documentation on the project and has issued a
categorical exemption in accordance with CEQA Section 15302 dated May 6, 1998. A Conditional Use Permit and Coastal Development Permit are currently being processed. Construction will not
commence until the Conditional Use Permit and Coastal Development Permit are issued. The
expected date of issuance for the Conditional Use Permit is August 4, 1999 and for the Coastal
Development Permit September 15, 1999.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, FOR AWARD OF
CONSTRUCTION CONTRACT FOR CHINQUAPIN SEWER
LIFT STATION, 6-INCH FORCE MAIN AND 8-INCH SEWER, CMWD PROJECT NO. 97-401: CONTRACT NO. 34941
WHEREAS, the City Council of the City of Carlsbad, California, has previously
authorized the advertisement for bids for the Chinquapin Sewer Lift Station,
6-Inch Force Main, and 8-Inch Sewer, CMWD Project No. 97-401-Contract No. 34941; and
WHEREAS, seven (7) sealed bids were received June 17, 1999 for said project; and
WHEREAS, bid documents received from all bidders have been reviewed in detail
and the City Council does hereby find that the lowest responsive, responsible bid received
for the construction of said project was submitted by Ahrens Corporation in the amount of
$345,000; and
WHEREAS, Sewer Replacement funds appropriated in the 1998/99 and 1999/2000
Budget for sewer line replacement in the amount of $396,820 are available; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the bid amount in the amount of $345,000 submitted by Ahrens
Corporation is hereby accepted, and the Mayor is hereby authorized
and directed to execute the agreement.
