CITY MGR. ?@ . n r? 97 Cl’r’Y OF CARLSBAD - AGENDA BILL AB# 15,36 TITLE: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE MTG. 8/l O/99 CANNON ROADKARLSBAD BOULEVARD PROJECT PROJECT NO. 3671 DEPT. l?NG RECOMMENDED ACTION: Adopt Resolution No. $?- 3-&j approving plans and specifications prepared by SB&O, Inc., for the widening of the south side of Cannon Road from Carlsbad Boulevard to El Arbol Drive and authorizing the City Clerk to advertise for bids for the construction of these improvements. ITEM EXPLANATION: Plans and specifications for the widening of the south side of Cannon Road from Carlsbad Boulevard to El Arbol Drive have been completed. Features of the project include adding a second eastbound travel lane and eastbound bike lane on Cannon Road as well as curb, gutter, sidewalk and street light improvements. In addition, the project will improve drainage in the area and the traffic signal at the intersection of Carlsbad Boulevard and Cannon Road will be modified to include two new signal poles at the southeast corner. Cannon Road will receive an asphalt overlay from Carlsbad Boulevard east to the railroad tracks. A number of existing utilities owned by SDG&E, Daniel’s Cable and Pacific Bell will require relocation. The utility companies will do this work at their own expense. Due to existing slopes and the new grades created by the roadway widening, existing retaining walls adjacent to the two properties west of Los Robles Drive will require reconstruction. In addition, it will be necessary to construct new retaining walls adjacent to the two properties east of Los Robles Drive. Numerous meetings have been held with the owners of the four affected single-family homes along Cannon Road. Each owner has dedicated right-of-way for utility relocations and street widening purposes. Screen walls and other onsite improvements will be constructed to minimize the effect of the roadway widening on existing properties. Walls will be constructed of split faced concrete block and will be sprayed with graffiti resistant spray. The areas outside the retaining walls and screen walls along the length of the project will be landscaped and irrigated. This project is one of six projects included in the Local Streets/Sidewalks Upgrade Program, Project 3671. This project was separated from the other sidewalk improvement projects due to its construction size and the impending need for completion. The City Arborist has walked the site and determined that there are no “significant” trees within the public right-of-way. One star pine tree is being removed from private right-of-way at the request of the owner. ENVIRONMENTAL REVIEW: This project qualifies as being within the scope of the City’s Master Environmental Impact Report for the General Plan (MEIR 93-01) in accordance with Section 21083.3 of the California Environmental Quality Act; therefore, the Planning Director issued a Notice of Prior Compliance on June 14, 1999. With regard to air quality and circulation impacts, the City’s MEIR found the cumulative impacts of the implementation of projects consistent with the General Plan are significant and adverse due to regional factors, therefore, the City Council adopted a statement of overriding considerations. The project is consistent with the General Plan and as to those effects, no additional environmental document is required. n h Page 2 of Agenda Bill No. 13 3Y 5 A Coastal Development Permit was approved by the Planning Commission at their meeting held’ on August 4, 1999. FISCAL IMPACT: The estimated cost of construction is $480,000. TransNet Local funds will be used for this project. Sufficient funds are currently available in the project account. PROJECT NO. 3671. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable, and in the public interest to construct the Cannon Road/Carlsbad 3oulevard project; and WHEREAS, the Planning Director has issued a Notice of Prior Compliance on lune 14, 1999 that satisfies the requirements of the California Environmental Quality Act; and WHEREAS, a Coastal Development Permit has been approved by the Planning zommission on August 4, 1999; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation and other expenses necessary or incidental for said project have been Irepared and are on file in the Engineering Department of the City of Carlsbad and are lcorporated by reference herein; and WHEREAS, funding for construction of said project is included in the 1999/2000 Capital nprovement Program.
