HR CLASSIFICATIONS; AMEND THE MANAGEMENT SALAR STRUCTURE AND CONFLICT OF INTEREST CODE 3ECOMMENDED ACTION: Adopt Resolution No. qS -a2 to establish the new classification and salary of Gallery Coordinator; to revise the classification and salary of Principal Librarian; and to amend the Management Salary Structure and Conflict of Interest Code. BACKGROUND In preparation for the opening of the new library this fall, the library department conducted a review of the functions and staffing required for the new building. During the budget process, two new positions were approved to enhance the services provided to the public. The new positions are Gallery Coordinator and Principal Librarian. Human Resources has submitted the attached classification descriptions, Exhibit 1, to the City Manager for approval and submits the following recommended salary levels for these new classifications for Council approval. The 2,000 square foot William D. Cannon Art Gallery is part of the new library. There are six exhibitions planned annually which will include both traveling exhibitions and local juried shows. Educational programs relating to the exhibitions will be also be incorporated. The proposed Gallery Coordinator will be responsible for coordinating these art programs as well as the Sculpture Garden located at the Carlsbad Arts Office near City Hall. Based on a salary survey of comparable positions in the market and a review of internal relationships, Human Resources recommends the Gallery Coordinator be placed in grade 2 of the Management Salary Structure, minimum $38,900, market range: $43,800 - $53,500 annually. In planning for the organization of library services, the department determined that a Principal Librarian level was necessary for the management of a major division, such as, Public Services, Technical/Support Services and/or the Branch Library. The new position approved in the budget will manage the Public Services area which consolidates Children’s Services, Circulation Services, and Reference. (See attached Exhibit 2: Library Organizational Chart.) It is also recommended that the incumbent Library Services Specialist, who is the current manager of the branch library, be reclassified to Principal Librarian. It is anticipated at some future time to create a consolidated Technical/Support Services division. The current classification description of Principal Librarian is outdated and has not been used for many years. Based on the revised description, staff conducted a market survey and recommends the salary grade placement to be changed from grade 4 to grade 3 of the Management Salary Suucture, minimum $43,600, market range. $49,000 - $59,900. The following table displays the recommended classification and salary amendments. FISCAL IMPACT: The estimated total compensation costs of $69,000 for the new position of Principal Librarian and $57,000 for the new position of Gallery Coordinator have been approved by Council in the FY 1999-2000 budget. There is no additional cost in reclassifying the Library Services Specialist to Principal Librarian. EXHIBITS: 1. Resolution No. 9 4 -&@A CITY OF CARLSBAD CLASSIFICATION SPECIFICATION JOB TITLE: PRINCIPAL LIBRARIAN DEPARTMENT: LIBRARY BASIC FUNCTION: Under general direction, to administer, coordinate and supervise the programs and activities of a major Library Division; to perform professional library work of considerable difficulty; and to perform other related duties as assigned. DISTINGUISHING CHARACTERISTICS: The Principal Librarian may be assigned to manage one or more of the major library divisions, such as in Public Services, Technical/Support Services, or a large branch library facility. KEY RESPONSIBILITIES: Plan, organize, supervise the technical library operation and services as assigned. Develop policies, rules and procedures for the effective operation of the division, including establishing goals and objectives and priorities. Develop and administer division budget and contracts; evaluate and recommend staffing needs, equipment, materials and supplies. Assign work to subordinate personnel, providing instructions and answering questions: coordinate the scheduling and completion of work by determining operational priorities and resolving work load problems; review work for accuracy and completeness: evaluate work techniques and methods for conformance to established standards. As applicable, oversee the management of the library facility, including the supervision of staff who provide a full range of services to the public. Participate in and advise staff on the acquisition and processing of library collection materials. Respond to citizen requests for information and represent the library in the community and at professional meetings as required. Provide a variety of staff assistance to the Library Director, Library Board of Trustees, Friends of the Library, and others, such as, the preparation of written reports and oral presentations, complex analysis regarding library service and personnel policies, and similar work. Coordinate library related activities with other City departments and divisions and with outside Principal Librarian 1 agencies as assigned. Perform other related duties as assigned. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be: Equivalent to a Master’s degree from an accredited college or university in Library Science or closely related course of study and three years of increasingly responsible professional library experience including supervisory experience. A Master of Library Science degree from an American Library Association accredited Principal Librarian 2 library school is highly desirable. PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. An employee is frequently required to walk and stand. KEY RESPONSIBILITIES: Assist in the development of goals, objectives, policies, and priorities for the gallery programming. Assist in budget preparation, analysis and administration by collecting data necessary to prepare department budget; monitor and approve expenditures with budget limits. Research, schedule and install traveling and borrowed exhibitions; maintain exhibition calendar for public and staff use. Curate or arrange for curated shows and/or juried shows. Coordinate installation, shipping, crating and unpacking. Coordinate and develop educational materials and programs relating to exhibitions. Chair community advisory committees and represent the City in the community and at professional conferences and meetings as required. Research, prepare, monitor, and evaluate applications for funding assistance in the public/private sectors. Prepare complete reports and make presentations related to gallery exhibitions and programs. Implement and monitor for compliance department operating policies and procedures. WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to adopt the classification and salary of Gallery Coordinator in the Management Classification and Salary Plan; and, WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to revise the description and reallocate the salary of Principal Librarian; and, WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to amend the Management Salary Structure and Conflict of Interest Code to reflect these changes. That the new classification of Gallery Coordinator at salary grade 2 and the revised classification of Principal Librarian at salary grade 3 in the Management Classification and Salary Plan as shown in Attachment A, attached hereto and made a part thereof, are hereby approved. 3.
