ENG ESTABLISH A PRIMA FACIE SPEED LIMIT UPON CAMINO HILLS DRIVE RECOMMENDED ACTION: Introduce Ordinance No. A’s - ‘03 to establish a prima facie 35 mile per hour speed limit upon Camino Hills Drive from Faraday Avenue to Browning Road. ITEM EXPLANATION: Several years ago, Camino Hills Drive was constructed as a cul-de-sac in the industrial park. The road was subsequently extended easterly to Browning Road. It is unclassified on the Circulation Element of the General Plan and functions as a collector road. The road is 0.37 miles in length and built to City standards except for a small section on the southerly side of the road near Milton Road where curb and gutter and sidewalk has not been constructed. Travel lanes are separated by a double-yellow centerline stripe and no accidents have been reported on Camino Hills Drive in the past two years. The road has an Average Daily Traffic (ADT) volume of about 1,300 vehicles. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traftic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting of July 12, 1999, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Camino Hills Drive. The Commission recommended by a 5-O vote to establish a 35 mile per hour prima facie speed limit upon Camino Hills Drive from Faraday Avenue to Browning Road. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing two speed limit signs on Camino Hills Drive between Faraday Avenue and Browning Road will cost about $250. EXHIBITS: 1. Location Map. 2. NS-503 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 1044.610 TO ESTABLISH A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPON CAMINO HILLS DRIVE FROM FARADAY AVENUE TO ITS INTERSECTION WITH BROWNING ROAD. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended 6 by the addition of Section 10.44.610 to read as follows: 9 “I 044.610 Camino Hills Drive: 10 Upon Camino Hills Drive from Faraday Avenue to its 11 intersection with Browning Road, the prima facie speed limit shall be thirty-five miles per hour.” 12 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption 13 and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to 14 be published at least once in a newspaper of general circulation in the City of Carlsbad within I 5 fifteen (15) days after its adoption. 16 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 17 16 19 20 21 day of , 1999, and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the day of , 1999 by the following vote, to wit: AYES: NOES: 22 ABSENT: 23 II 24 CLAUDE A.
