HD. fr<Tj!f CITY ArrY ds RECOMMENDED ACTION: Introduce Ordinance No. M-s& to establish a prima facie 35 mile per hour speed limit upon Jackspar Drive from Camino Hills Drive to El Camino Real. I ITEM EXPLANATION: Jackspar Drive was constructed several years ago as access to new residential subdivisions westerly of El Camino Real and the industrial park. The road is unclassified on the Circulation Element of the General Plan and functions as a collector road. The road has a curb-to-curb width of 40 feet and has a length of 0.29 miles. Jackspar Drive is built to City standards and generally follows a curvilinear alignment. An ALL-WAY STOP has been established at the intersection of Jackspar Drive/Longfellow Road. The roadway has an Average Daily Traffic (ADT) volume of about 2,200 vehicles. No accidents have been reported on Jackspar Drive in the past two years. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on July 12, 1999, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Jackspar Drive. The Commission recommended by a 5-O vote to establish a 35 mile per hour prima facie speed limit upon Jackspar Drive from Camino Hills Drive to El Camino Real. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. I FISCAL IMPACT: Installing two speed limit signs on Jackspar Drive between Camino Hills Drive and El Camino Real will cost about $250. EXHIBITS: 1. Location Map. 2. NS-504 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.600 TO ESTABLISH A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPON JACKSPAR DRIVE FROM CAMINO HILLS DRIVE TO ITS INTERSECTION WITH EL CAMINO REAL. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION I: That Title IO, Chapter 10.44, of the Carlsbad Municipal Code is amended my the addition of Section 10.44600 to read as follows: “I 0.44.600 Jacksoar Drive: Upon Jackspar Drive from Camino Hills Drive to its intersection with El Camino Real, the prima facie speed limit shall be thirty-five miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption Ind the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to )e published at least once in a newspaper of general circulation in the City of Carlsbad within ifteen (15) days after its adoption.
