FOR THE WIDENING OF PALOMAR AIRPORT ROAD FROM

IEPT. ENG ADVERTISEMENT FOR BIDS, PROJECT NO. 3602 MGR- CITY
RECOMMENDED ACTION:
Adopt Resolution No. 9 7 -29 / approving plans and specifications, prepared by P&D Consultants IncKonsoer Townsend Envirodyne Engineers (P&D/CTE), for the widening of Palomar
Airport Road from El Camino Real easterly to Melrose Drive and authorizing the City Clerk to
advertise for bids for the construction of these improvements.
ITEM EXPLANATION:
P&D/CTE have completed the design for the widening of Palomar Airport Road as previously authorized by the City Council. Eastbound Palomar Airport Road is being widened to full prime arterial standards from El Camino Real easterly to Melrose Drive except for sidewalks and streetlights on the south side, which will be required when the frontage is developed. Construction will include a third eastbound lane and an additional left turn lane, eastbound on Palomar Airport Road to northbound at the El Fuerte Street intersection.
The City hired Anderson Brabant to appraise the right-of-way required for this project. Their report provides a value of $31,000 for the necessary right-of-way. The property owner, Lennar-Bressi Ranch, has signed the right-of-way documents in exchange for (1) one 16” water line stub-out under the proposed new pavement, (2) utility sleeves and (3) replacing the majority of asphalt berm with concrete curb and gutter. The City has agreed with this exchange and will construct as many of the three items as possible up to a maximum of $31,000. If the cost of these three items
exceeds $31,000, then Lennar-Bressi Ranch will deposit the additional funds with the City before
construction begins or the City will cut back the amount of improvements to equal $31,000.
Staff recommends that the City Council approve the plans and specifications and authorize the City Clerk to advertise for bids for the construction of these improvements.
ENVIRONMENTAL REVIEW:
The potential impacts have been reviewed consistent with CEQA. Project 3602 was determined to
be within the scope of the environmental analysis for PCD/GPC 90-5. A Mitigated Negative Declaration (EIA 91-14) was issued for PCD/GPC 90-5 and the Planning Director has issued a notice of prior compliance on June 10, 1999.
FISCAL IMPACT:
Transnet/Local appropriations for this project total $610,000. The Engineer’s estimate for construction alone is $641,519 without contingencies. A revised estimate of the cost of construction will be available after the bids are opened and an additional appropriation from gas tax funds will be considered as necessary at a later date. Lennar-Bressi Ranch will be conditioned to reimburse the City, when they develop, for the improvements along the south side of Palomar Airport Road.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR CONSTRUCTION OF PALOMAR
AIRPORT ROAD FROM EL CAMINO REAL TO MELROSE DRIVE,
PROJECT NO. 3602.
6 WHEREAS, the City Council of the City of Carlsbad has reviewed, analyzed and
7 considered the Mitigated Negative Declaration EIA 91-14 for this project that was issued on
s December 5,1991; and
9 WHEREAS, based on the EIA Part II, comments thereon, and that there have not been
IO any changes to the project, the site or to the circumstances considered in either the Mitigated
,, Negative Declaration EIA 91-14 that would require subsequent or supplemental environmental
12 review, the City Council finds that there is no substantial evidence that the project will have a
,3 significant effect on the environment; and
14 WHEREAS, the City Council does hereby find that the project is in prior compliance with
,5 Mitigated Negative Declaration EIA 91-14; and
WHEREAS, the City Council finds that the Mitigated Negative Declaration EIA 91-14

which was prepared and published reflects the independent judgment of the City Council of the
17 City of Carlsbad; and

WHEREAS, the City Council of the City of Carlsbad has previously appropriated funds for
this project and will consider additional appropriations as may be necessary to complete this
20 project; and
21 WHEREAS, plans and specifications for the construction of Palomar Airport Road, Project
22 No. 3602 have been prepared and are on file in the Engineering Department of the City of
23 Carlsbad and are incorporated by reference herein.
24 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows: 25
1. That the above recitations are true and correct.
26 2. That plans and specifications as presented are hereby approved.

1 3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to
2 proceed to publish, in accordance with law, Notice to Contractors inviting bids for the construction
3 of the widening of Palomar Airport Road, Project No. 3602, in accordance with the plans and
4 specifications hereinabove referred to.
