ENG ONE TO FOUR YEAR SERVICE CREDIT PROGRAM RECOMMENDED ACTION: Adopt Resolution No. 54 -%? 3 CITY MGR.m l Establishing the new classifications of Public Works Supervisor and Senior Civil Engineer; and a Deleting the management classifications of Administrative Services/Project Manager, Building Maintenance Supervisor, Construction and Maintenance Supervisor, Equipment Maintenance Superintendent, Principal Civil Engineer, Sewer Maintenance Supervisor, Street Maintenance Superintendent, Street Maintenance Supervisor, and Systems Operations Supervisor; and l Reclassifying seven Public Works positions into the new Public Works Supervisor classification; and l Amending the Management Salary Structure and Conflict of Interest Code to reflect the proposed changes; and l Adjusting the budget to reflect the annual savings and to allocate the payment to the Public Employees’ Retirement System (PERS). ITEM EXPLANATION: This item is a follow-up to two previous Council actions. The first action was approved on March 2, 1999 (Agenda Bill 15,072) which adopted the one to four years additional service credit for eligible City employees retiring from City service. The second action was on May 18, 1999 (Agenda Bill 15,199) which began implementation of organizational changes to the Public Works Major Service Area. When the process of reorganization was initiated, the PW MSA had a total of 34 management positions under 22 job titles. As a result of the reorganization and consolidation of functions, the MSA has reduced the total management allocation to 30 positions under 12 job titles. This agenda bill completes the reorganization of management positions and titles by establishing 2 new classifications and reclassifying positions into the new classifications, and deleting and replacing 9 classifications with the focus towards flattening the organizational structure and creating a more efficient operation. Staff recommends the following actions: the establishment of new classifications to consolidate similar supervisory functions of maintenance, utilities and engineering into one grouping; reclassification of seven positions into the new titles; and deletion of nine current management classifications. A. Establish the new classifications of Public Works Supervisor and Senior Civil Engineer. Human Resources has reviewed and revised the classification specifications to assure compliance with work duties. The recommended salary grade placements of these new classifications are based on benchmark classification and salary information and internal relationships within the organization. D. Delete existing management classifications and replace with new management classifications as reflected in Chart One below. Amend the Management Salary Structure, submitted as Exhibit 3, to reflect the proposed changes. F. Amend the Conflict of Interest Code to reflect the proposed changes. FISCAL IMPACT: Classification Chanaes The proposed staffing changes are within the current staffing allocation of the Public Works MSA. The requested classification changes do not require additional funding because existing classifications are compensated within the revised ranges. Adiustments to Budaet In accordance with the l-4 Years Additional Service Credit agenda bill approved on March 2, 1999 (Agenda Bill 15,072), staff recommends the following adjustments to the budget. The adjustments will reflect the savings to the City as a result of this action. The annual cost (salary and benefits) of these positions totaled $882,323. The annual cost for the replacement positions totals $528,404. This results in an annual savings to the City of $353,919. Note, however, that this is offset by the cost to the Public Employees’ Retirement System (PERS) for the first four years. The total cost of the employees in the Public Works MSA of the one to four years service credit program is $704,336 or $176,084 annualized over four years. The net savings to the City for the first four years is $177,835 annually. The total savings resulting from this reorganization over the five year period is $1,065,259 (Note that in Years 1-4 the savings is $177,835 annually, however, the City experiences the total annual savings of $353,919 excluding the cost to PERS in year five). Finally, the City is required to pay for the cost of the l-4 Years Service Credit directly to Public Employees’ Retirement System. Staff recommends that the payment be made in one installment in the first year and is requesting the following appropriations be made to the budget to fund this expenditure. WHEREAS, in October 1997, the Public Works Department was created to consolidate and streamline functions to meet the current organization and staffing needs; and WHEREAS, it is necessary to revise and replace certain management classifications and establish new classifications of Public Works Supervisor and Senior Civil Engineer to appropriately describe and compensate the assigned responsibilities of this new department organization; and WHEREAS, it is desirable and necessary to delete the classifications of Administrative Services/Project Manager, Building Maintenance Supervisor, Construction and Maintenance Supervisor, Equipment Maintenance Superintendent, Principal Civil Engineer, Sewer Maintenance Supervisor, Street Maintenance Superintendent, Street Maintenance Supervisor, 1 and Systems Operations Supervisor; and WHEREAS, the City Manager recommends that it is desirable and necessary to reclassify seven positions in the Public Works Major Service Area into these new classifications; and WHEREAS, it is necessary to amend the Management Salary Structure and Conflict of Interest Code to reflect the above changes. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the classifications of Administrative Services/Project Manager, Building Maintenance Supervisor, Construction and Maintenance Supervisor, Equipment Maintenance Superintendent, Principal Civil Engineer, Sewer Maintenance Supervisor, Street Maintenance Superintendent, Street Maintenance Supervisor, and Systems Operations Supervisor are hereby deleted from the Management Classification and Salary Plan. 4. That the revised Management Salary Structure as shown in Exhibit 3, reflecting the above changes are hereby approved. 5. That seven Public Works positions as detailed in the agenda bill are hereby reclassified into the new Public Works classifications. 6. Resolution No. 98-355 and CMWD Resolution 1028 adopted on October 27, 1998 which approved the “Local Conflict of Interest Code” is amended to add: Public Works Supervisor and Senior Civil Engineer with disclosure categories 1,2,3,4; and to delete the above named former management classifications. 7. That the amount of $704,336 is appropriated and transferred from the Council Contingency Account to the Public Works Department and the amount of $30,116 to the Fire Prevention account to pay for the cost of the I-4 Years Service Credit program. The salary ranges referenced in this document were obtained from the Management Salary Structure document dated August 17, 1999. This document was scheduled to be included in a separate City Council also scheduled for August 17. In order to minimize confusion, Human Resources recommended that the “proposed figures” be included in the Public Works agenda bill. Unfortunately, the agenda bill recommending the action to revise the salary ranges was pulled from the City Council agenda and rescheduled for a later date. Therefore, the figures currently included in the Public Works agenda bill are incorrect. At this time, we are requesting your approval to amend the agenda bill as follows: 1.
