HR ESTABLISH NEW AND REVISE CLASSIFICATIONS AND SALARY; AMEND THE GENERAL EMPLOYEES’ SALARY SCHEDULE CITY ATTY CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 9 9 -30 5 to establish the new classification and salary of Business Systems Specialist; to revise the classification description and title of Mail Clerk/Messenger; and to amend the General Employees’ Salary Schedule. BACKGROUND Human Resources submits the attached classification descriptions of Business Systems Specialist and Mail Clerk/Messenger for Council approval and recommends salary placement for the new classification of Business Systems Specialist in the General Employees’ Salary Schedule. As a result of the implementation of the Integrated Financial Accounting System (IFAS), staff determined that there is a need for analytical and technical support in the maintenance of business systems applications. During the FY 1999-00 budget process, City Council approved one new position to provide these services in the Finance Department. The classification of Business Systems Specialist was created to provide the liaison between the financial systems expertise and technical system expertise that is necessary to maintain this highly complex database. The Business Systems Specialist will support a variety of business systems (e.g. - payroll, human resources, accounts payable/receivable, purchasing, and budget) and work closely with Information Systems, other departments, such as Human Resources and Purchasing, and vendors related to the integration with IFAS, to maintain system operations. The duties will include developing reports, troubleshooting problems, testing enhancements, and providing staff support to maximize the use of the system’s capacity. Human Resources submits the attached classification description, Attachment A, and the following salary recommendation for Business Systems Specialist for Council approval. Based on a salary survey of comparable positions in the market and a review of internal relationships, Human Resources recommends the Business Systems Specialist be placed in salary range 84 of the General Employees’ Salary Schedule, $47,280 - $57,469 annually. * At the request of the purchasing department, the classification description of Messenger has been updated with the recommendation that the title be revised to reflect the mail responsibilities of this position. The attached revised classification description of Mail Clerk/Messenger, Attachment B, is submitted for Council approval. A salary review of comparable positions in the market was conducted to ensure appropriate competitive salary placement. At this time, staff recommends the Mail Clerk/Messenger remain in salary range 1 of the General Employees Salary Schedule, $20,701 - $25,163 annually. h FISCAL IMPACT: The estimated total compensation costs of $65,000 for the new position of Business Systems Specialist has been approved by Council in the FY 1999-2000 budget. No fiscal change is recommended for the Mail Clerk/Messenger. WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to adopt the classification and salary of Business Systems Specialist, and revised classification description of Mail Clerk/Messenger in the General Employees’ Classification and Salary Plan; and, WHEREAS, the City and the Carlsbad City Employees’ Association have met and conferred on the impacts of this recommendation on their respective represented employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the new classification of Business Systems Specialist at salary range 84 in the General Employees’ Classification and Salary Plan as shown in Attachment A, attached hereto and made a part thereof, is hereby approved. 3. KUNDTZ, A&&stant City Clerk (SEAL) A Attachment A Resolution No. CITY OF CARLSBAD CLASSIFICATION SPECIFICATION JOB TITLE: BUSINESS SYSTEMS SPECIALIST DEPARTMENT: VARIOUS BASIC FUNCTION: Under general supervision, to provide analytical and technical support in the the maintenance of a specific departments business systems applications; implement new applications and modules; troubleshoot and test system problems and enhancements; assist users in developing and designing reports; interface with technical services to ensure reliability and access to database information; and perform other related duties as assigned. DISTINGUISHING CHARACTERISTICS: This class is focused on the business processing of information and facilitating use of technology in managing a department’s data. This position is distinguished from the positions in Information Systems who support the operating systems, database management and integration of the system networks, The Business Systems Specialist is the dedicated department liaison to Information Systems and technical vendors. KEY RESPONSIBILITIES: Maintain the department’s business process applications; troubleshoot operational problems; perform maintenance and update of data records, tables, and codes; coordinate with Information Systems in implementing and testing functionality of new modules, updates and enhancements to the database. Facilitate use of systems applications to satisfy particular needs of the department and other users; analyze individual user needs; develop maintenance procedures and processes; assist in determining appropriate system solutions. Conduct analysis and research on new business process applications, hardware, and enhancements; design and coordinate development of custom system screens, forms, reports and menus related to users’ needs. Coordinate training and/or train users on functions and operations; develop users’ manuals; and assist with the development of internal procedures and controls for business system processing, including forms and systems designs; prepare documentation of procedures - Maintain liaison with other city departments and vendors on matters relating to departmental needs and problems; coordinate and facilitate resolution of problems that interrelate across departments and systems. Act as project leader in coordinating user meetings and communications. Write specifications for development of reports; manipulate data in files, initiate global utility changes and prepare transaction codes. Participate in various special projects. Performs other related duties as assigned. KEY RESPONSIBILITIES: Sort incoming and outgoing U.S. mail after posting and deliver to post office; process outgoing mail using a scale and postage meter; affix correct postage for postal class and weight. Maintain records on postage to be charged to each department, special delivery, registered and certified mail; maintain current information on meter mail rates and various permits and prepare monthly, quarterly and annual reports regarding these records. Collect and deliver interdepartmental and U.S. mail; deliver City mail to City offices. Act as the City’s liaison to the U. S. Postal Service in implementing mail regulation changes, resolving scheduling problems and other mail related issues to ensure efficient mail delivery and service. Plan work and delivery route schedules. Drive a City automobile, van, or light truck. Operate mail processing equipment; replenish postage on meters necessary to avoid shortages.
