ENG APPROVAL OF ADDITIONAL APPROPRIATION FOR PALOMAR AIRPORT ROAD WIDENING PROJECT NO. 3286 CITY A-I-I-Y. b ftR CITY MGR. + RECOMMENDED ACTION: Adopt Resolution No. 99 -2% r> appropriating additional funds for the construction of Palomar Airport Road Widening, Project No. 3286. ITEM EXPLANATION: On September 8, 1998, the City Council awarded a contract in the amount of $2,482,233 to Castello Inc. for the construction of Palomar Airport Road Widening from east of Yarrow Drive to El Camino Real. As of this date, change orders and substantial changes in contract bid item quantities have depleted the $332,000 contingency fund and has resulted in a net shortfall of approximately $215,430. Consequently, staff recommends the additional appropriation of $300,000, which includes approximately $84,570 in additional contingency for any unforeseen items required to complete the project. Ten change orders have been issued to date and account for approximately $263,120. Four bid items required significantly greater quantities, increasing the contract cost by $308,324. The four items are Unclassified Excavation, Imported Soils, 3” AC Overlay and 6” AC Pavement. Of the total remaining bid items, the net change in quantity has reduced the contract cost by approximately $24,014. The change orders were issued to resolve utility conflicts, modify the plans to match existing conditions, repair failed roadway segments and reimburse the contractor for water meter fees. The soils quantities are higher because unexpected unsuitable materials were encountered and were removed and replaced. The asphalt quantities are higher because the original estimate was insufficient. This project is predominantly funded by the County of San Diego, pursuant an agreement executed with the City on August 22, 1989 which requires the County to contribute $2500,000 towards the construction of improvements to Palomar Airport Road. Staff will be seeking reimbursement from the County for additional cost of items addressed by the agreement. Table 1, below, itemizes the cost overage. Tables 2 and 3, below, itemizes the change orders and the four bid items with significant cost increase, respectively. TABLE 1. BID ITEMS WITH SIGNIFICANT INCREASE IN QUANTITY I I I I cost I ENVIRONMENTAL REVIEW: The potential impacts of the project have been reviewed and found consistent with CEQA. A Mitigated Negative Declaration EIA 91-14 for this project was issued by the Planning Director on December 5, 1991. A Notice of Determination was filed on December 26, 1991. Staff review of the Mitigated Negative Declaration EIA 91-14 shows that there have been no changes to the project, the site or to the circumstances considered in the original Mitigated Negative Declaration that would require subsequent or supplemental environmental review including the modifications to the County access road which are within the study area and scope of the original environmental approval. Therefore, this project is in prior compliance with Mitigated Negative Declaration EIA 91-14. FISCAL IMPACT: Staff recommends an additional appropriation of $300,000 from the Public Facilities Fee Fund. Sufficient funds are available in the Public Facilities Fee Fund. EXHIBITS: 1. 2. WHEREAS, additional funds are required to pay for portions of the construction already completed on the Palomar Airport Road Widening project, a large complex project; and WHEREAS, the additional contingency funds are required to complete the project; and WHEREAS, the change orders to date have reached the limit of the City Manager’s approval authority, pursuant to Municipal Code 53.28.172(c). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the additional appropriation of $300,000 from the Public Facilities Fee Fund for the Palomar Airport Road Widening project is hereby approved. 16 3.
