RECOMMENDED ACTION:
Adopt Resolution No. 55 -sz accepting a grant in the amount of $1,000 from the
California State Library’s Literacy Initiatives program: Literacy for Adults and Children,
Library Materials for an Informed Community.
ITEM EXPLANATION:
In response to a growing interest in communities for reference material on the subject of
literacy, the California State Library is awarding grants of $1,000 to public libraries that
provide literacy programs. The grant must be used to purchase materials that will update
collections of literacy reference materials. The Grant is appropriated to the Library 1999-
2000 Literacy Grant Fund.
FISCAL IMPACT:
The grant award will be used to purchase reference materials for the Adult Learning
Program. No matching funds are required.

RESOLUTION NO. 99-332
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING A GRANT FROM THE
CALIFORNIA STATE LIBRARY LITERACY INITIATIVES PROGRAM.
WHEREAS, the Carlsbad City Library Adult Learning Program provides
training to meet the literacy needs of the adult population; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports the
goals of the City Council and the objectives of the library; and
WHEREAS, the California State Library’s Literacy Initiatives Program is
providing additional support for the Library Adult Learning Program with grant
funds in the amount of $1,000;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That state funds in the amount of $1,000 are hereby appropriated to the
Library 1999-2000 Literacy Grant Fund.
3. That accrued interest is hereby appropriated to account # 001-4055-
7550.
PASSED, APPROVED AND ADOPTED by the City Council of the City of
Carlsbad, California, at a regular meeting held on the 12 St day of
September , 1999, by the following vote, to wit:

Title: Literacy Initiatives: Literacy for Adults and Children
(LAC) Library Materials for an Informed Community
Dear Mr. Lange:
I am pleased to notify you that your library is eligible for a grant to be awarded to your
adult literacy program for funding under the California State Library’s Literacy
Initiatives program: Literacy for Adults and Children (LAC) Library Materials for and
Informed Community,
This project recognizes the growing interest in our communities for reference materials
on adult, family and children’s literacy and, in response, the State Library’s intention to
provide equal access to literacy resources to library users throughout California. Because
California Literacy Campaign (CLC) library grantees are unable to purchase library
materials with state funds after the first year, this grant will support the efforts of those
libraries beyond the first year of CLC funding to renew and update collections of literacy
related reference materials. The Coordinator for the LAC Program is Bonnie Bjerre,
telephone (925) 253-8556. The State Library’s primary consultant assigned to this project
will be Carole Talan, telephone (916) 653-8032. Please work with these two individuals
in implementing your project.
The award provides $1,000, to support the purchase of library materials on the subject of
literacy (adult, family, and/or children) through September, 1999. Bonnie is developing a
recommended list of materials which you might purchase and also welcomes suggestions
from your literacy staff. In addition, if you choose to purchase materials not on the
recommended/suggested list, she will discuss the materials with you and advise you as to
their appropriateness for this grant. The recommended list will be made available to you
by May 1,1999.
The grand funds will be reimbursed to you by the National City Public Library, which
will act as a fiscal agent for the LAC Program. Enclosed with this letter are a
reimbursement claim form and a project report form, which should be self explanatory.
Please note that any funds received under this project must be expended or encumbered
by September 30, 1999.
