AB2.S AND APPROPRIATION OF FUNDS CITY MGR RECOMMENDED ACTION: Adopt Resolution No. ??-*&uthorizing the City to enter into agreement with the Carlsbad Unified School District (CUSD) to accept funds in the amount of $8,000 as part of an arts education grant awarded to CUSD by the California State Board of Education and authorizing the City Manager to sign the agreement with CUSD. ITEM EXPLANATION The Carlsbad Arts Office has received arts education grants for the past three years in partnership with CUSD to develop a five year arts education school/community plan and to begin implementation of the plan. This year CUSD received a grant for $60,000 from the State Board of Education to continue the process of implementing arts education in the schools. The grant provides $8,000 for the Carlsbad Arts Office to provide community services and programs relating to arts education. City Council is asked to approve and authorize the City Manager to sign the agreement with CUSD and to accept $8,000 in payment for services provided by the Arts Office. FISCAL IMPACT The $8,000 will be deposited and appropriated into account no. 189940057550. EXHIBITS: 1. Resolution No. ~9-4~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 99-44* A RESOLUTION OF THE CtTY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY TO ENTER INTO AN AGREEMENT WITH THE CARLSBAD UNIFIED SCHOOL DISTRICT AND APPROPRIATING FUNDS WHEREAS, City Council encourages partnerships between the City and its local school districts; and WHEREAS, the City of Carlsbad and Carlsbad Unified School District have partnered on arts education grants for the past three years to develop a five year arts education plan; and WHEREAS, the Carlsbad Unified School District has received an arts education grant totaling $60,000, of which $8,000 is allocated to the City to continue to provide services related to arts education to the community; and WHEREAS, the City and the Carlsbad Unified School District wish to enter into agreement to outline the services to be provided by the City; and WHEREAS, the funds received will be used to offset costs incurred for services provided. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as follows: :: That the above recitations are true and correct. That an agreement between the City and Carlsbad Unified School District for arts education purposes as outlined therein is hereby authorized. 2. That the amount of $8,000 from the Carlsbad Unified School District is hereby accepted. 3. That the $8,000 is hereby appropriated into the Arts Office’s account for the uses described herein. 4. That the City Manager is hereby authorized to sign the agreement. As part of a California State Board of Education grant, CUSD requires the services of the CIN to provide community services and programs related to arts education. Administer the School/Community Arts Education Advisory Committee meetings including: organizing and planning of the agenda for four meetings per year. Write a bi-monthly newsletter. (Issues to be printed in October, December, Februq April and lone) Prepare an arts education program and information packet for parents by February 2000. Offer one family music night. Assist with grant writing for the California Arts Council Artist in Residence Program. Provide a database of artists interested in providing services to the schools. Offer one classroom management workshop to all potential artists as a pre-requisite to working in the schools. (Spring 2000) Provide a calendar of arts performances and programs aligned with the CUSD’s music program and compile and distribute recommended assemblies in the bi-monthly newsletter. Sponsor a summer arts camp closely aligned with CUSD’s program to provide readiness, extension and enrichment opportunities for K-6 students. Ii. Advise and organize curriculum units for one gallery exhibition. CITY and CUSD agree that the CIN will receive $8,000 upon billing by the CIN to perform the above services from CUSD as part of a California State Board of Education Grant. This Agreement may be modified by mutual consent of the CITY and CUSD. Any changes shall be made in writing.
