POL ? 0 2 CITY OF CARLSBAD -AGENDA BILL COST SHARING AGREEMENT BETWEEN TITLE: THE CITY OF CARLSBAD AND ENCINITAS UNION SCHOOL DISTRICT FOR THE DARE PROGRAM CITY MGR.w RECOMMENDED ACTION: Adopt Resolution No. ?‘1- YY b approving the Cost Sharing Agreement between the City of Carlsbad and Encinitas Union School District for the Drug Abuse Resistance Education (DARE) Program for the fiscal year 1999-2000. ITEM EXPLANATION: The City has agreed to provide Encinitas Union School District with the DARE Program. The police department has staffed one DARE officer to Encinitas and Carlsbad elementary schools. Each school district agrees to pay one-half the cost of their program. The cost of each of the two officers is $63,075. Encinitas Union School District’s cost-share for the DARE Program for the FY 1999-2000 school year is $11,826 (as shown in exhibit C of the Cost Sharing Agreement). FISCAL IMPACT: The cost sharing payment of $11,826 will be placed into the General Fund Expense Account and used to offset the cost of the DARE Program to the City. EXHIBITS: 1. Cost Sharing Agreement with Carlsbad Police Department 1 2 3 4 5 6 7 8 9 IO 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 C - RESOLUTION NO. 99-446 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE COST SHARING AGREEMENT FOR THE DARE PROGRAM BETWEEN THE CITY OF CARLSBAD AND ENCINITAS UNION SCHOOL DISTRICT WHEREAS, the City Council of the City of Cartsbad, California, finds that it would be nutually beneficial for the City and the Encinitas Union School District to share costs of the Drug Abuse Resistance Education Program; and NOW, THEREFORE, the City Council of the City of Carlsbad does hereby resolve as ollows: 1. That the cost sharing agreement for the DARE Program, attached hereto as Exhibit 2, between the City of Carlsbad and Encinitas Union School District is hereby approved. 2. KUNDTZ, Assistant City Clerk - COST SHARING AGREEMENT This agreement is made and entered into at Carlsbad, California, this 74 1c day of t&to&e (L , 199 by the City of Carlsbad, a municipal corporation hereinafter called “City,” and Encinitas Union School District, hereafter called “School District.” WHEREAS, the City and the School District find that it would be mutually beneficial to share costs of the Drug Abuse Resistance Education program, hereinafter called D.A.R.E. The parties agree as follows: The City agrees to provide the School District with an elementary and junior high school D.A.R.E. program as described in . . Exhibits ‘A” and “B” and the school District agrees to pay the City 50% towards the cost of the program. See Exhibit “C” for details. MODIFICATIONS AND SCHEDULIlWG . The description of the program in Exhibits “A” and “B” is a general guideline only and minor modifications may be made by the City. Scheduling of the programs is at the discretion of the City. CONDITIONS This agreement is based on the following assumptions: 1) Encinitas Union School District agrees to provide 50% toward the cost of the elementary and junior high school D.A.R.E. program as outlined in Exhibit “C” attached. 2) School enrollment at School District is approximately the same in the 1999/2000 school year as in the 1998/ 1999 school year. If either of the two assumptions prove to be false, this agreement is VOID. TERM OF AGREEMENT The term of this agreement extends from July 1, 1999 to June 30,200O. - METHOD AND TIME OF PAYMENT The School District agrees to pay the City in the following manner: One-half of the amount due will be paid no later than December 3 1, 1999. The remaining one-half will be paid no later than June 30,200O. CITY EMPLOYEES City employees who perform duties under this agreement are not, for any purposes whatsoever, employees of the School District. ATTEST: A City Clerk - EXHIBIT A The primary emphasis of the DARE Program is assisting students in recognizing and resisting the pressures exerted on them to experiment with drugs. A semester course will be given to students in their last year at each elementary school. Topics covered will include, but not be limited to: Showing students how to say no to peers who offer them drugs. Developing self-esteem. Being assertive. Understanding the social pressures which encourage drug use. Learning positive things they can do instead of using drugs. An abbreviated program will also be given to children from kindergarten to the fifih grade. The elementary program will be administered and presented by one police officer. EXHIBIT B Junior High School Level The DARE Program at the junior high school level will include, but not be limited to: Reinforcing techniques for saying not to others who offer drugs. Feeling good about oneself. Being assertive. Understanding the social pressures which encourage drug use. Decision making. Understanding personal rights and responsibilities. A semester course will be given to students during the eighth grade. Students in other grades will receive an abbreviated program. The junior high school program will be administered and presented by one police officer.
