FUNDING REQUEST FOR SAN DIEGO COUNTY COLD MTG. 10/19/99 WEATHER SHELTER VOUCHER PROGRAM CITYATTY. &’ DEPT. H/RED CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 99-461 appropriating $3,360 from the Housing Trust Fund as a contribution to the San Diego County Cold Weather Shelter Voucher Program and authorizing the City Manager to forward the contribution to the County of San Diego. ITEM EXPLANATION: The County of San Diego will be implementing a Cold Weather Voucher Program beginning in mid-November. The program will provide vouchers to homeless families with children, disabled individuals, and the elderly, entitling them to stay in specified hotels and motels located in various locations throughout the County. The County successfully implemented similar programs over the last two winter seasons, and the City Council assisted with $2,480 in funds each year based on the City’s percentage of the total Community Development Block Grant (CDBG) funds coming into the region. The County’s Housing and Community Development Director is requesting that the City Council appropriate $3,360 this year based on the changes in CDBG percentages for the region as shown in the chart attached to his letter of request. (Exhibit 2) Staff recommends that the City Council appropriate $3,360 from the Housing Trust Fund as a contribution to the Cold Weather Voucher Program. Money from the Trust Fund is to be used to provide affordable housing or other programs consistent with the Housing Element of the General Plan. The Voucher Program is consistent with Objective 3.3 of the Housing Element regarding the provision of shelter and assistance to the homeless. FISCAL IMPACT: A total undesignated balance of approximately $250,000 currently exists in the Housing Trust Fund. The recommended appropriation of $3,360 will not substantially impact this fund balance. EXHIBITS: 1. Resolution No. 99-461 2. CALIFORNIA 92123-1890 September 20, 1999 Raymond Patchett, City Manager City of Carlsbad 1200 Carlsbad Village Dr. Carlsbad,CA 92008-l 989 THIRD YEAR REGIONAL COLD WEATHER SHELTER VOUCHER PROGRAM In early October the County Board of Supervisors will consider a recommendation for funding the Regional Cold Weather Shelter Voucher Program for families with children, the disabled and elderly for a third year. While existing facility shelters will still be needed, this program provides an important additional resource to shelter homeless families throughout the region in hotel/motel rooms on an emergency basis. I am writing to ask your leadership in obtaining your City’s participation in this partnership. As recommended, our County will commit $235,500 to support the voucher program. This will support more than half the cost of an estimated 1999-00 winter voucher program of $400,000. As in the past two years, the County will be seeking city contributions to help defray the costs of meeting this regional need. As you may recall, we use the block grant formula as a guideline for city allocations. Based on an estimated $400,000 total program cost and subtracting the County contribution of $200,000, we calculate those shares on the basis of the percentage of each city’s block grant entitlement to the total of all CDBG dollars coming to the region. Cities’ shares based on that formula and the latest CDBG entitlement are listed on the attached table. We are seeking the support of all the cities in this effort, however modest the allocations may be. Last year, six of the eleven entitlement cities contributed; two more sponsored local shelters; and a third supported a local voucher program. This experience has shown us all that the long-term solution to meeting emergency shelter needs is a coordinated approach and shared financial participation. 3 - - Winter Shelter Voucher Program Housing and Community Development Page 2 This year’s program is scheduled to begin in mid-November and last through the winter season. The County’s ability to keep the program operational until spring will partially depend on the level of support received from the region’s cities. We hope your City will consider a contribution toward the solution of this regional problem.
