Expansion of Redevelopment Survey Area
Boundaries
RECOMMENDED ACTION:
Adopt City Council Resolution No. 99-465 aDproving the expansion of the
Redevelopment Survey Area to include property to the south to the city limits.
ITEM EXPLANATION:
Based on additional study and discussion with the Planning Commission, a recommendation
has been made to expand the survey area boundaries for the proposed second
redevelopment project area in Carlsbad to include additional property to the south. This action
will allow the State Parking Lot to the South of the State Beach Campground to be included
within the boundaries of the proposed redevelopment project area. As expanded, the
proposed boundaries for the survey are best described as being generally bounded by Agua
Hedionda Lagoon on the North, the Pacific Ocean on the West, Interstate 5 and related
properties on the East and the city limits on the South. The attached map identifies the
specific boundaries of the expanded survey area. The designation of the survey area is
important because the final project area boundaries for the redevelopment plan, if ultimately
adopted, must be within the boundaries of the survey area.
Adoption of the survey area boundaries is the first step in the process to adopt a
Redevelopment Plan for the subject area. The next step will be to actually adopt the final
project area boundaries and approve the Preliminary Plan.
STAFF RECOMMENDATION
Staff is recommending that the City Council approve the expanded boundaries for the
Redevelopment Survey Area and authorize staff to proceed with the appropriate actions to
adopt a Redevelopment Plan for a second redevelopment project area in Carlsbad to be
known as the South Carlsbad Coastal Redevelopment Project.
FISCAL IMPACT:
There is no additional financial impact upon the City as related to the action to expand the
boundaries of the survey area. Previous actions have appropriated funds in the amount of
approximately $200,000 for consultant services required to complete the tasks associated with
the adoption of a redevelopment project area.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, DESIGNATING AN EXPANDED REDEVELOPMENT SURVEY AREA.
WHEREAS, the City Council of the City of Carlsbad, California has been considering
options for actions to eliminate or reduce the blighting influences of the existing Power Plant on
the community, and to achieve more compatible land uses in the designated area of the coastline
within the City of Carlsbad; and,
WHEREAS, the City Council has recently considered the potential redevelopment needs
of other areas within the community as related to properties located along Carlsbad Boulevard to
the south of the Power Plant to the city limits; and,
WHEREAS, the City Council finds that there is a need to expand the Redevelopment
Survey Area which was initially approved and established on December 8,1998, and
subsequently expanded on July 20, 1999, to continue the efforts to determine the appropriateness
of establishing a redevelopment project within the designated area, as expanded; and,
WHEREAS, the Redevelopment Survey Area, as expanded, is generally described as
being bordered by Agua Hedionda Lagoon on the North, the Pacific Ocean on the West,
Interstate 5 and related properties on the East and the city limits on the South, and more
specifically detailed on Exhibit “A” to this resolution, as revised by action of the Council on
October 19, 1999, which is herein incorporated by reference; and,
WHEREAS, the City Council declares its intent to complete a feasibility study of the
survey area, as expanded, and then to proceed with efforts to establish a redevelopment project
area within the designated boundaries of the survey area, as deemed appropriate by the results of
the study; and,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. That the above recitations are true and correct.
2. That the attached “Exhibit A” accurately represents the boundaries of the Redevelopment
Survey Area, as expanded, and that this area requires additional study to determine if a
Redevelopment Project Area is feasible.

3. That the City Council hereby authorizes the City Manager, or designee, to proceed with
efforts to prepare the appropriate documentation to establish a redevelopment project area, to
be known at this time as the South Carlsbad Coastal Redevelopment Project Area, and to
process said documentation accordingly, as deemed appropriate by the results of said
feasibility study of the expanded Redevelopment Survey Area.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Carlsbad held on the 19th day of October, 1999, by the following vote to wit:

Dear Mr. Patchett:
Three items regarding the above are scheduled for tomorrow night’s meeting. Please assure that this letter is
distributed to the Council and Agency and made a part ofthe record.
Expansion of the Redevelopment Survey Area Boundaries
There is nothing in the Staff Report or referenced Exhibits to indicate that the expanded boundaries meet the
requirements of Community Redevelopment Law for designation of a project area, includingthat the sumey area
be predominantly urbanized as defined in Section 33320. I ofthe Health and Safety Code, or irrevocably blighted
as defined in Sections 3303qb) and 3303 I.
Approval of Preliminaty Plan
The Commission should not approve the Prleiminary Plan without amending it to reflect that the expansion ofthe
supply of affordable housing is a fundamental purpose of redevelopment (Section 3307 I), and how the Plan will
serve that purpose in the project area.
Determination of No Project Area Committee (PAC) Formation
Given thatthe $an is only atthe preliminary stage, and the final project area has yet to be designated, it is premature
to determine that no PAC is required. Per the staff report for this item, the circumstances, far from supporting the
proposed determination, instead require that a Project Area Committee be elected. Section 33385 ofthe Health
ad Satley Code requires a PAC when either: a substantial number of low or moderate income persons reside in
the project area, and the plan contains emminent doamin with regard to any property; or the plan consists of one
or more public projects that will dispkce a sutstantial number of low or moderate income persons. The Preliminary
flan includes eminent domain, and public projects that will cause displacement. In addition, there are a substantial
number of low and moderate income persons in the sutvey area. Lanakai Mobile Home Park has approximateb
200 sites most or all of which are occupied by lower and moderate income hosueholds.
