ITEM EXPLANATION:
The project involves construction of a new 16-inch potable water line under the Interstate 5 Freeway
and a 14-inch sewer force main for the Foxes Landing Sewer Lift Station using the directional drilling
method of trenchless technology. The water line will provide a secondary source of water to the
service area west of Interstate 5 and south of Poinsettia Lane. Presently, there is one transmission
main in the Poinsettia Lane / Interstate 5 Bridge that feeds this southwest area. The new sewer force
main will parallel an existing 35 year old cast iron force main and will be needed to bypass sewer flow
when the Foxes Landing Sewer Lift Station is upgraded in the Spring of 2000. The Foxes Lift Station
upgrade is planned to start immediately following the force main installation.
Since the same trenchless technology will be used for both projects, it is expected that savings will be
realized by bidding both projects concurrently. Exhibits 1 and 2, respectively, show location maps of
the proposed water pipeline crossing and the sewer force main crossing.
ENVIRONMENTAL REVIEW:
The Planning Department has determined that the final design and construction of the pipeline work is
exempt from CEQA in accordance with Section 15301, paragraph 21152b, Class 1 for the Foxes
Landing sewer force main and the l-5 water pipeline crossing.
FISCAL IMPACT:
The engineer’s estimate for the Foxes Landing sewer force main and the l-5 water pipeline crossing is
$1,220,000. Current appropriations are sufficient for the Foxes Landing Sewer Lift Station force main,
however, an additional appropriation of $126,000 is required for the l-5 Water Line. Additional funds are to be transferred from the Water Connection Fund to the l-5 Water Line project.
The distribution of District and City appropriation of funds for estimated construction costs are shown
in District Water Cost -Table 1 and City Sewer Cost Table 2.

5 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
6 California, has determined it is necessary and in the public interest to approve the plans and
7 specifications and authorization to publish an invitation for bids for the Interstate 5, 16-inch water
8 pipeline; CMWD Project No. 98-407, Contract No. 36591; and

WHEREAS, funds appropriated in the 1999/2000 Budget for water line improvement in the
amount of $654,380 are available; and

WHEREAS, an additional $126,000 is required to complete the waterline and an additional
appropriation is requested to be transferred from the Water Connection Fund to the l-5 Water
13 Line project; and

WHEREAS, plans and specifications for Interstate 5, 16-inch water pipeline have been
prepared by the Department of Public Works-Water Division staff with a cost estimate of
16 $780,000, including $70,000 for construction inspection services, are on file in the Public Works
17 Department-Water Division Engineering; and

WHEREAS, authorization is hereby granted by the Board of Directors to publish an
Invitation to Bid in accordance with Section 3.28.080 of the Municipal Code; and

WHEREAS, the Contractor and the Board will enter into a contract for construction of the

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad

WHEREAS, the City Council of the City of Carlsbad, California, has determined it is
necessary and in the public interest to approve the plans and specifications and authorization to
publish an invitation for bids for the Foxes Landing Sewer Lift Station 14-Inch Force Main; CMWD
Project No. 98-407, Contract No. 36561; and
WHEREAS, funds appropriated in the 1999/2000 Budget for sewer line replacement in the
amount of $584,497 are available; and
WHEREAS, plans and specifications for Foxes Landing Sewer Lift Station Force Main,
CMWD Project No. 98-407, have been prepared by the Department of Public Works-Water
Division staff with a cost estimate of $440,000, including $40,000 for construction inspection
services are on file in the Public Works Department-Water Division Engineering; and
WHEREAS, authorization is hereby granted by the City Council to publish an Invitation To
Bid in accordance with Section 3.28.080 of the Municipal Code; and
WHEREAS, the Contractor and the City of Carlsbad will enter into a contract for
construction of the project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
