ESTABLISH A MTG. lOl26l99 PRIMA FACIE SPEED LIMIT UPON
A PORTION OF LA COSTA AVENUE
RECOMMENDED ACTION:
Introduce Ordinance No. NS-5 11 to establish a prima facie 55 mile per hour speed limit upon La Costa Avenue from Interstate Highway 5 to El Camino Real.
ITEM EXPLANATION:
In September 1999, construction was substantially completed on La Costa Avenue between
Interstate Highway 5 and El Camino Real. La Costa Avenue is designated on the Circulation
Element as a Major Arterial between Interstate Highway 5 and El Camino Real. This portion of the
road is 1.9 miles in length. Completion of the road widening improvements has resulted in two
traffic lanes in each direction separated by a raised median, bicycle lanes and street lights on both
sides of the road, a sidewalk on the north side only (lagoon side) and a traffic signal at the
intersection of Saxony Road.
La Costa Avenue has a daily traffic volume of 32,300 vehicles between Piraeus Street and
Saxony Road. The portion of La Costa Avenue between Interstate Highway 5 and El Camino Real follows a curvilinear alignment and has a generally flat grade.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish
a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The
Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic
volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on October 4, 1999, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon a portion of La Costa Avenue. The Commission recommended by a 3-O vote to establish a 55 mile per hour prima facie
speed limit upon La Costa Avenue from Interstate Highway 5 to El Camino Real.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
I FISCAL IMPACT:
Installing ten speed limit signs on La Costa Avenue between Interstate Highway 5 and El Camino
Real will cost about $1,250.

ORDINANCE NO. NS-5 11 I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.070 TO ESTABLISH A PRIMA FACIE 55 MILE PER HOUR SPEED LIMIT UPON LA COSTA AVENUE FROM INTERSTATE HIGHWAY 5 TO ITS INTERSECTION WITH EL CAMINO REAL.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
by the revision of Section 1044.070 to read as follows:
“1044.070 La Costa Avenue:
Upon La Costa Avenue from El Camino Real to a point one kousand feet easterly the prima facie speed limit shall be thirty-five miles per hour.
b. Upon La Costa Avenue from a point one thousand feet easterly of El Camino Real to its intersection with Camino de 10s Caches the prima facie speed limit shall be forty-five miles per hour.

Upon La Costa Avenue from Interstate Highway 5 to its ktersection with El Camino Real the prima facie speed limit shall be fifty-five miles per hour.”

EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
26th day of October , 1999, and thereafter,
