ENG I TITLE- - ESTABLISH A PRIMA FACIE SPEED LIMIT UPON A PORTION OF CALLE BARCELONA I RECOMMENDED ACTION: Introduce Ordinance No. NS-512 to establish a prima facie 45 mile per hour speed limit upon Calle Barcelona from El Camino Real to Ranch0 Santa Fe Road. ITEM EXPLANATION: On July 9, 1999, Calle Barcelona construction was completed between El Camino Real and Ranch0 Santa Fe Road and the road was opened to traffic. Calle Barcelona is classified as a Secondary Arterial on the Circulation Element of the General Plan. The portion between El Camino Real and Ranch0 Santa Fe Road is 1.28 miles in length. It follows a curvilinear alignment and has been constructed to City standards with curb and gutter, sidewalks, street lights and bicycle lanes. The road has two traffic lanes in each direction separated by a striped median Unique features of the road include a pedestrian bridge over the roadway and a Class 1 bicycle facility located behind the sidewalks. Calle Barcelona has a daily traffic volume of about 4,600 vehicles. Traffic signals are located where Calle Barcelona intersects El Camino Real on the west and Ranch0 Santa Fe Road on the east. No traffic controls have been established on Calle Barcelona at other intersecting streets. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on September 13, 1999, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Calle Barcelona. The Commission recommended by a 3-O vote to establish a 45 mile per hour prima facie speed limit upon Calle Barcelona from El Camino Real to Ranch0 Santa Fe Road. I The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing eight speed limit signs on Calle Barcelona between El Camino Real and Ranch0 Santa Fe Road will cost about $1,000. EXHIBITS: 1. Location Map. 2. LOCATION -I l.u NOT TO SCALE ‘ROJECT NAME CALLE BARCELONA EXHIBIT PROPOSED SPEED ZONE 1 5 6 7 8 9 IO 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 .- II ORDINANCE NO. 512 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.340 TO ESTABLISH A PRIMA FACIE 45 MILE PER HOUR SPEED LIMIT UPON CALLE BARCELONA FROM EL CAMINO REAL TO ITS INTERSECTION WITH RANCH0 SANTA FE ROAD. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended by the revision of Section 10.44340 to read as follows: “10.44.340 Calle Barcelona: a. Upon Calle Barcelona from El Camino Real to its intersection with Ranch0 Santa Fe Road, the prima facie speed limit shall be forty-five miles per hour. b. Upon Calle Barcelona from Ranch0 Santa Fe Road to its intersection with Calle Acervo, the prima facie speed limit shall be thirty miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption. INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 26th day of October , 1999, and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the day of , 1999 by the following vote, to wit: AYES: NOES: ABSENT: CLAUDE A.
