REMODEL PROJECT
RECOMMENDED ACTION:
Staff recommends the City Council ADOPT RESOLUTION NO. 99-477 accepting bids
and awarding a contract for the Cole Library Remodel Project, City Project No. 33841.
ITEM EXPLANATION:
On September 14, 1999, the City Council adopted Resolution No. 15,386 approving the plans and
specifications and authorizing the advertisement of bids for the Cole Library Remodel Project. On
October 20, 1999, 13 sealed bids were received and opened by the City for this work as follows:

The apparent low bidder’s documents and references have been reviewed. Staff recommends the
City Council award this contract to the lowest responsive, responsible bidder, Khavari Construction,
Incorporated in the amount of $2 19,3 8 1.
The major components of the remodel of the Cole Library focus on the interior of the facility and
include:
New interior paint and carpet throughout the public areas
Removal and replacement of the older worn wall paneling
Reuse and reconfiguration of the existing shelving with new end panels
Install seismic bracing into the existing shelving components
All new public library furniture
New service desk units in Circulation, Childrens, Reference, and Genealogy
Recapturing of the large meeting room with improved acoustics
Relocation and expansion of the Genealogy collection on the second floor
New public access computers
Update of the computer and general electrical wiring throughout the building
Add safety glazing to existing window systems

As discussed in previous City Council presentations regarding the City’s Library Masterplan,
temporary closure of the Cole Library is required to undertake the improvements. Closure of the
building began August 3 1, 1999. This initiated a multi-phased program of City-wide library service
improvements involving both the remodel of the Cole Library as well as the September 25, 1999
grand opening of the Carlsbad City Library on Dove Lane.
The City is providing limited interim public library services within a portion of the Cole Library
facility during the remodel. This interim service will continue through the reopening of the
remodeled Cole facility early next calendar year.
ENVIRONMENTAL REVIEW:
The project is an interior maintenance and repair effort. The Planning Director has determined this
project is categorically exempt from environmental review under Section 15301 of the CEQA
guidelines. A Notice of Exemption has been filed by staff subsequent to the City Council’s action
September 14, 1999 approving the project plans and specifications and authorization to solicit bids
for this work.
FISCAL IMPACT:
The City Council has appropriated a total of $1.9 million in the current CIP for this project. The
City Council has previously approved the McGraw - Baldwin design contract totaling $59,300 and
the Yamada Enterprises shelving and modular service desk contract totaling $176,675. Other
components of the project to be provided by the City include public library furniture, public access
computers, and miscellaneous systems and equipment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND
AWARDING A CONTRACT FOR THE COLE LIBRARY
REMODEL PROJECT. CITY PROJECT NO. 33841
WHEREAS, the City Council of the City of Carlsbad, California has previously
appropriated funds for the Cole Library Remodel Project, hereafter referred to as the “Project;”
and
WHEREAS, the plans and specifications for the Project were approved and solicitation of
bids was authorized by the City Council on September 14,1999; and
WHEREAS, on October 20, 1999, thirteen (13) sealed bids for the Project were received
and opened by the City for this work; and
WHEREAS, the lowest responsive, responsible bid received by the City for the Project
was submitted by Khavari Construction, Incorporated in the amount of $2 19,3 8 1; and
WHEREAS, the City Council hereby finds it necessary, desirable, and in the public
interest to award a contract for the Project.
NOW, THEREFORE, be it resolved as follows:
1. That the above recitations are true and correct.
2. That bids received and opened by the City on October 20, 1999 for the Project are hereby
accepted, award of a contract for the Project is hereby approved to the lowest responsive,
responsible bidder Khavari Construction, Incorporated in the amount of $219,381, and the Mayor
is authorized to execute said contract. Following the Mayor’s execution of said contract, the City
Clerk is directed to forward copies of the contract and this Resolution to the Purchasing, Library,
and Community Development Departments,
