CITY ATTY. & CITY MGR RECOMMENDED ACTION: Receive report and adopt Resolution No. W-482 declaring the City’s support of energy efficient building materials and practices. ITEM EXPLANATION: The San Diego Regional Energy Office (SDREO) was established to implement the policy and program recommendations of the San Diego Regional Energy Plan adopted by SanDAG in 1994. SDREO and San Diego Gas 2% Electric (SDG&E) have partnered to work with local government agencies to develop a Local Government Energy Efficiency Program. The goal of the program is to assist local governments in the development and adoption of policies and practices which support and encourage energy efficient design, construction, and purchasing. Implementation of energy efficient practices result in numerous benefits, including reduced costs, improvement of the environment, improved air quality, and an overall higher quality of life. In addition, the SDREO provides technical assistance to City staff in procuring funding from SDG&E incentive programs. One example of the benefit to the City is a payment for $5,034 from SDG&E for energy efficient materials used at the new library. SDREO staff have prepared a short presentation outlining their services for City Council review. The attached resolution states the City’s support for energy efficient building materials and practices in the construction of new public, residential, and commercial facilities. FISCAL IMPACT: None. EXHIBITS: Resolution No. 99-482 declaring the City’s support of energy efficient materials and practices -- 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 la 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 99-487 / A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DECLARING THE CITY’S SUPPORT OF ENERGY EFFICIENT MATERIALS AND PRACTICES WHEREAS, energy use substantially influences our local air quality; and WHEREAS, over the past six years demand for electricity has grown by 33%, and it is expected that demand for electricity will continue to grow in the near future to support a growing population and building needs; and WHEREAS, considerable funding is available for local governments for improving residential and commercial energy efficiency standards; and WHEREAS, energy efficient design strategies are one way to enhance our environment by improving air quality, reducing pollution, and conserving natural resources; and WHEREAS, it is vital for our community to innovate the way we build, and incorporate energy efficient strategies into future building practices. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City of Carlsbad support a commitment to energy efficient residential, commercial, and publicly funded building practices, and will provide leadership and guidance in promoting, facilitating, and instituting such practices in the community. 3. That the City of Carlsbad supports SDG&E’s Residential and Commercial New Construction Energy Efficiency Programs as an effective method to help our community meet the goals and objectives of the San Diego Regional Energy Plan.
