Introduce Ordinance No. NS-5 13 to establish a prima facie 30 mile per hour speed limit upon
Calle Timiteo from Camino de 10s Caches to La Costa Avenue.

ITEM EXPLANATION:
Calle Timiteo is an unclassified street on the Circulation Element. It is a two-lane road that has a curvilinear alignment between Camino de 10s Caches and La Costa Avenue for a distance
of 0.53 miles. Calle Timiteo has been built to City standards with curb and gutter (40 feet curb-to-curb), sidewalk and street lights. Four minor private streets intersect Calle Timiteo. There
are four driveways on Calle Timiteo.
This road serves a residential area of single-family and multi-family homes and has an Average
Daily Traffic (ADT) volume of 1,900 vehicles. The accident rate on Calle Timiteo is higher than the
statewide average for a two-lane roadway of this type.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish
a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on September 13, 1999, the Traffic Safety Commission considered the results of
the Engineering and Traffic Survey to establish a prima facie speed limit upon Calle Timiteo. The
Commission recommended by a 3-O vote to establish a 30 mile per hour prima facie speed limit
upon Calle Timiteo from Camino de 10s Caches to La Costa Avenue.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
I FISCAL IMPACT:
Installing six speed limit signs on Calle Timiteo between Camino de 10s Caches and La Costa Avenue will cost about $750.

CARLSBAD, CALIFORNIA, AMENDING TLTLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE
ADDITION OF SECTION 1044.620 TO ESTABLISH A PRIMA
FACIE 30 MILE PER HOUR SPEED LIMIT UPON CALLE TIMITEO
FROM CAMINO DE LOS COCHES TO ITS INTERSECTION WITH
LA COSTA AVENUE.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION I : That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
by the addition of Section 10.44.620 to read as follows:
“10.44.620 Calle Timiteo:
Upon Calle Timiteo Drive from Camino de 10s Caches to its intersection with La Costa Avenue, the prima facie speed limit
shall be thirty miles per hour.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
