RECOMMENDED ACTION:
Adopt Resolution No. 994@ accepting the construction of La Costa Avenue Widening from El Camino Real to Interstate 5, Project No. 3215, as complete, directing the City Clerk to record a
Notice of Completion and release bonds in accordance with State Law and City Ordinances, and appropriating additional funds.
ITEM EXPLANATION:
On February 10, 1998, C. A. Rasmussen, Inc. was awarded a contract in the amount of
$6,624,624.75 for the widening of La Costa Avenue between El Camino Real and Interstate 5.
C. A. Rasmussen, Inc. completed the work on September 20, 1999. City forces have inspected said
work and found it to be satisfactory. Staff recommends formal acceptance by the City Council.
Thirty six contract change orders totaling $2,131,333 were approved during construction of the project. The cost of some of the change orders were under estimated and therefor an additional
$100,000 must be appropriated for contingency.
Additionally, delays in the project caused cost overruns in staff overhead, the
Inspection/Administration budget, and other miscellaneous items. Therefor, an additional appropriation of $80,000 for Administration/Inspection and $35,000 for miscellaneous items is
required to cover these costs.
FISCAL IMPACT:
A summary of the final project cost is as follows:
Total $9,074,900 $215,000 $9,289,900

The additional appropriation is necessary to pay the actual costs of the project. Miscellaneous items
include costs for environmental and landscape consultant services. Adequate funds are available in
the Community Facilities District #I account.

A RESOLUTION OF THE CITY COUNCIL OF. THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE LA COSTA
AVENUE WIDENING, PROJECT NO. 3215, AND APPROPRIATING ADDITIONAL FUNDS.
5 WHEREAS, the La Costa Avenue Widening Project has been satisfactorily completed;

WHEREAS, the formal project Notice of Completion has been prepared; atd
WHEREAS, all project costs have been established to date; and
WHERAS, an additional $214,900 is required for contractor payments, administration,
nspection, and other miscellaneous expenditures.
11 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the above recitations are true and correct.
2. That the La Costa Avenue Widening Project, specifically identified as contract No,
3215, is deemed complete and hereby accepted.

3. The City Clerk of the City of Cartsbad is hereby authorized and directed to execute
he Notice of Completion and have same recorded.
4. That bonds will be released in accordance with State Law and City Ordinances.
5. That funds in the amount of $214,900 are hereby appropriated.
