I RECOMMENDED ACTION:
Adopt Resolution No. $?- q?/ approving plans and specifications and authorizing the
City Clerk to advertise for bids for Carlsbad Boulevard Parking at Ponto Beach, Project No. 3618.
I ITEM EXPLANATION:
Staff recommends approval of the plans and specifications to construct parallel parking along
the west side of Carlsbad Boulevard from the Batiquitos Lagoon bridge to approximately 800 feet northerly thereof. The scope of work generally consists of grading the dirt along the present
roadway and placing asphalt pavement and an asphalt berm along the road to provide parallel
parking creating an additional 34 spaces. Construction is expected to take about 30 calendar
days.
ENVIRONMENTAL REVIEW:
The Planning Director has determined that the project is in conformance with the City’s General
Plan. The project is a minor addition of street surface improvements. The project is categorically
exempt from the provisions of Sections 15301 (c) of the Guidelines of the California
Environmental Quality Act. The Planning Commission approved Coastal Development Permit
(CDP 98-77) August 18, 1999.
FISCAL IMPACT:
The Engineer’s Estimate to complete this project is as follows:
Construction $57,320
Construction Contingency (25%) $14,300
Preparation of Plans & Specifications, Management $44,800
Inspection (25%) $14,300

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR CARLSBAD BOULEVARD PARKING
AT PONTO BEACH, PROJECT NO. 3618.
WHEREAS, the City Council of the City of Carlsbad, California has determined it

necessary, desirable, and in the public interest to construct parallel parking along the west side of
7
Carlsbad Boulevard at Ponto Beach from the bridge at Batiquitos Lagoon to 800 feet northerly

thereof; and

WHEREAS, the Planning Director has determined that this project is categorically exempt
from the provisions of Sections 15301 (c) of the Guidelines of the California Environmental

Quality Act, and the Planning Commission has approved Coastal Development Permit

WHEREAS, there will be no significant unmitigable effect, not analyzed therein; and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental for said project have been

prepared and are on file in the Engineering Department of the City of Carlsbad and are
17
incorporated by reference herein; and

WHEREAS, the Capital Improvement Program for 1999-2000 has appropriated funds to
20 construct this project.
21 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows: 22
1. That the above recitations are true and correct. 23

1 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
2 publish, in accordance with State law, Notice to Contractors Inviting Bids for the construction of
3 Carlsbad Boulevard Parking at Ponto Beach, Project No. 3618.

5 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
6 held on the 9th day of NOVEMBER , 1999 by the following vote, to wit:
