RECOMMENDED ACTION:
Adopt Resolution No. 94-47k establishing solid waste services rates for roll-off boxes fc
Carlsbad.
ITEM EXPLANATION:
The San Marcos Landfill closed in March 1997, and the Palomar Transfer Station began prc
800 tons of solid waste per day from throughout the region. However, the capacity is not i
to handle all the waste from the coastal North County region. Therefore, roil-off boxe
typically 40-yard capacity bins) were direct-hauled to the Sycamore Landfill, at a sig
increased transportation cost. As such, the roll-off rates were increased substantially in SE
1997 to incorporate the marginal increased direct-haul costs. The current residential ri
commercial 3-yard bin rates have remained stable since June 1996
When the amount of waste processed through the Palomar Transfer Station increase(
dramatic increases in transportation costs, there was an informal agreement to share the
station capacity amongst North County haulers. As haulers have been able to adjust, Carls
gradually been increasing the percentage of Carlsbad waste processed through the transfei
Carlsbad’s allotted capacity is being increased effective December 1 , 1999 and therefo
Carlsbad’s waste will be able to be processed through the Palomar Transfer Station
allowing this rate reduction. The proposed rate shows a reduction of 33% from $255.56 to !
plus pass-through disposal costs at $38/ton.

The proposed rates also include adjustments for wage and other cost increases, as we
franchise fee, and are to be effective December 1 , 1999. They are significantly below those
contiguous jurisdictions.
Staff has also updated the language on the rate-setting resolution to document an existing
commercial 3-yard construction bins (construction/demolition debris is substantially heaL
regular commercial solid waste), and to acknowledge that although some infrequently used r
not specifically mentioned, they are subject to the administrative approval of the City.
FISCAL IMPACT:
The proposed rate adjustment will result in corresponding decreases in the franchise fee
939 fee revenue. However, the impact is not considered to be significant.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD , CALIFORNIA, ESTABLISH I NG SO LID WASTE SERVICES RATES
WHEREAS, the City of Carlsbad is responsible for the provision of solid waste,
designated recyclables and yard waste collection services to promote the safety, health
general welfare of its residents; and
WHEREAS, the City of Carlsbad may contract for these services; and
WHEREAS, the City of Carlsbad has contracted with Waste Management, Inc. f
waste, designated recyclables and yard waste collection services within the City; and
WHEREAS, Waste Management is in the business of collecting solid waste, des
recyclables and yard waste and can continue to provide the necessary collection servict
residential and commercial customers: and
WHEREAS, the City of Carlsbad has determined that a revision in solid waste sc
rates for roll-off boxes is necessary at this time.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlst
follows:
1. The above recitations are true and correct.
2. The solid waste services monthly rate for weekly collection of single-family
residential solid waste, designated recyclables, and yard waste shall remain $14.52 per
household.
3. The monthly rates for commercial 3-yard bin solid waste collection shall be:

4. The rate for commercial recyclables collection shall be determined by Waste
Management, Inc. and subject to the approval of the Public Works Director, or designee,
case-by-case basis, depending on materials collected, but in no case shall this rate excel

rate for commercial solid waste collection.
5. The following rates shall apply to special pick-ups of solid waste:
a. The delivery charge for roll-off boxes shall be $45.00/box.
b. The service charge for all classes of roll-off boxes shall be $1 70.71 per
collection, plus landfill disposal fees.
c. Roll-off boxes which are not collected a minimum of once-per-week shall
assessed a stand-by charge of $3.70/day. Customers requiring more than one
collection from a roll-off box shall be refunded the original $45.00 delivery charg
refund may be in the form of a credit on the customer's account.
6. All other rates not specifically defined in this Resolution are subject
administrative approval of the City Manager, or his designee, and shall not be modifiec
prior approval of the City Manager, or his designee.
7. These solid waste services rates established hereby shall be effective Decer
I, 1999 and supersede rates previously established.
