ENG TITLE- -’ APPROVAL OF BUDGET ALLOCATIONS FOR TREE POLICY COMMITTEE AND STREET AND SIDEWALK POLICY COMMITTEE RECOMMENDED ACTION: Adopt Resolution No. 99-503 approving allocations to the Parks Department Operating Budget and Engineering Department Operating Budget for expenditures related to the Tree Policy Committee and the Street and Sidewalk Policy Committee, respectively. ITEM EXPLANATION: At its meeting of November 2, 1999, the City Council formed two citizens committees, one to review existing tree policies and make recommendations for appropriate revisions, and the other to review the sidewalk and street improvement program and propose a list of streets to receive special designations and unique design treatment. At that meeting, Council was informed that $50,000 had been estimated for consultant services for both committees and an additional amount for staff time, supplies, equipment, materials, and experts would be determined, depending upon the frequency of committee meetings. At this time, each committee has established a schedule and work plan for developing recommendations to present to City Council. The committees are currently requesting a variety of information and support and anticipate this need to continue throughout the remainder of their work plans. Most of the information requested requires in depth data gathering, research, documentation and educational presentation by staff and/or subject experts. In order to supply the requested information and services expeditiously, budget allocations for the committees are needed to provide consultant services, subject experts (arborist, street designer, environmentalist, etc.), staff time and supplies, equipment and materials such as reprographic services, GIS mapping, photographic/video services, and transportation (field tours). The attached resolution specifies the estimated allocations needed to support completion of committee work. FISCAL IMPACT: iii 0 4 i p 2 $ 5 8 Based upon the schedule and work plan of each committee it is estimated that $25,000 should be allocated to the Parks Department Operating Budget and $55,000 to the Engineering Department Operating Budget, from the Council Contingency Fund. That the above recitations are true and correct. 2. That $25,000 be appropriated from the Council Contingency Fund to the Parks Department Operating Budget for expenses related to the Tree Policy Committee. 3.
