RECOMMENDED ACTION:
Adopt Resolution No. W-505 approving plans and specifications and authorizing the City
Clerk to advertise for bids for the construction of the Carlsbad Village Drive and Valley Street Traffic
Signal, Project No. 3620.
ITEM EXPLANATION:
Plans and specifications to install a traffic signal at the intersection of Carlsbad Village Drive and Valley Street have been completed. This traffic signal location meets Caltrans traffic signal warrants,
was ranked number 1 on the 1998 Traffic Signal Qualification List, and was included in the
1998/I 999 CIP for construction.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under the provisions of
the California Environmental Quality Act (CEQA), Section 15301 Class 1 (f). A Notice of Exemption has been issued by the Planning Director.
FISCAL IMPACT:
The project cost breakdown is as follows:
I Construction I $120.000 I
Inspection & Project Administration (15%) $18;000
Construction Contingencies (15%) $18,000
Total Project Cost $156,000
Total Amount Available $118,300
TOTAL ADDITIONAL FUNDING REQUIRED $37.700
The original estimate for this project allocated $125,000 for the total project. The design portion of
the project is complete. To date, funds in the amount of $118,300 are available for the remainder of
the project. Total additional funding required for this project is $37,700. Therefore, staff is requesting
an additional appropriation of $37,700 from the General Capital Construction Fund (GCC).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
CARLSBAD VILLAGE DRIVE AND VALLEY STREET SIGNAL,
PROJECT NO. 3620.
6 WHEREAS, the City Council of the City of Carlsbad, California has determined it
7 necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
6 Carlsbad Village Drive and Valley Street; and
9 WHEREAS, the plans and specifications for furnishing all labor, material, tools,
equipment, transportation and other expenses necessary or incidental of said project have been
10
prepared and are on file in the Engineering Department of the City of Carlsbad and are
11 incorporated by reference herein; and

WHEREAS, said project is included in the 1998/99 Capital Improvement Program; and
WHEREAS, additional funds in the amount of $37,700 are required to cover the cost of
l4 the project; and
15 WHEREAS, additional funds in the amount of $37,700 are available in the General
16 Capital Construction Fund (GCC).
17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
,6 California, as follows:
1. That the above recitations are true and correct. 19
2. That the plans, specifications, and contract documents as presented are hereby

approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
23 Carlsbad Village Drive and Valley Street traffic signal, Project No. 3620, in accordance with the
24 plans, specifications, and contract documents referred to herein.

4. The Finance Director is hereby authorized to appropriate $37,700 from the
General Capital Construction Fund (GCC) to the traffic signal project account.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 7th dayof DECEMBER , 1999 by the following vote, to wit:
