RECOMMENDED ACTION
Introduce Ordinance No. NS-522 to establish a prima facie 35 mile per hour speed limit upon
Anillo Way from Levante Street to Madrilena Way.
ITEM EXPLANATION:
Staff received a request from the Carlsbad Police Department to establish a prima facie speed limit
upon a portion of Anillo Way. The subject segment of road is 0.40 miles in length and has been
constructed with curb, gutter, sidewalks and street lights on each side of the road. It serves as a
collector road and has an Average Daily Traffic (ADT) volume of 3,100 vehicles. There have been
no reported collisions on the subject segment of Anillo Way.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a
prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The
Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic
volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver.
At their meeting on September 13, 1999, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Anillo Way. The
Commission recommended by a 2-l vote to establish a 35 mile per hour prima facie speed limit upon Anillo Way from Levante Street to Madrilena Way.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
FISCAL IMPACT:
Installing two speed limit signs on Anillo Way between Levante Street and Madrilena Way will cost
about $250.

ORDINANCE NO. NS-522
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE
ADDITION OF SECTION 10.44.630 TO ESTABLISH A
PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPON ANILLO WAY FROM LEVANTE STREET TO ITS INTERSECTION
WITH MADRILENA WAY.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended
by the addition of Section 1044.630 to read as follows:
“10.44.630 Anillo Wav: Upon Anillo Way from Levante Street to
its intersection with Madrilena Way the prima facie speed limit
shall be thirty-five miles per hour.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
