FIN COMMUNITY ACTIVITY GRANTS PROGRAM CITY ATTY. @ 1999-00 FUNDING RECOMMENDATION TITLE: DEPT HD. I CITY MGR.~ RECOMMENDED ACTIONS: Adopt Resolution No. 99-515 accepting the recommendation of the Council subcommittee and allocating funds to those groups. ITEM EXPLANATION: On February 9, 1999, as part of the 1998/99 budget follow up, Council directed staff to accelerate the funding of the Community Activity Grants Program to provide a total of $1 million, which would be set aside in a separate fund. The interest from the funds will be used to provide grants to community service groups. As a result, there is now approximately $40,000 available for the grant program. On September 14, 1999 Council approved the design of the Community Activity Grant program recommended by a Council subcommittee and appropriated $40,000 for the funding of the 1999-00 grants. A Council subcommittee was appointed to review the applications and return to Council with their recommendations. A total of 11 grant applications were received with funding requests totaling approximately $165,000. The subcommittee reviewed these applications and evaluated them based on level of enrichment, experience in program area, organizational experience and background, financial capabilities and scope of project. As a result of their review and evaluation, a total of $39,450 in funding is being recommended for five of the requests. The table shown on Attachment "A summarizes the grant requests and the Council subcommittees recommendations for funding. FISCAL IMPACT: The 1999-00 operating budget contains an appropriation of $40,000 for Community Activity Grants. No further appropriations are required. EXHIBITS: 1, Attachment "A" summarizing the grant requests and subcommittee recommendations. 2. Resolution No. 99-512 accepting the recommendation of the Council subcommittee for funding of the Community Activity Grants Program for 1999-2000. Attachment A I PAL shuttle Grant request is to support the use of public transportation through the Palomar Shuttle and Trolley service. The city would pre purchase tickets for the Pal Shuttle at $6 each. Intern-A-Teen Proaram Grant request is for funding to start an intern program for Carlsbad High School students. This program would provide these teens the opportunity to work in various companies. This grant would provide the funding and resources to start the program and set up the not for profit agency. Cultural Enrichment throuah Music Diversification Visit Carlsbad school classrooms on a weekly basis discussing various cultural forms of music, performing the music selections for the students, and allowing students to participate. During the summer this would be done through the parks and recreation Department. Barrio Carlsbad Fiesta - 2000 A community based fiesta, organized to call attention to the historical and cultural diversity of the neighborhood and to honor some of the early pioneers, who were an internal part of Carlsbad's beginnings. Teach PeoDle to Sing Offer a program to teach people to sing. Grant request is for rent, leasehold improvements and costs associated with setting up the business. Screeninq Seniors for Macular Deqeneration Macular degeneration is the leading cause of vision loss in people over 75 years of age. This program would educate 500 seniors about this disease and provide them the tools to determine if they have this disease which may prevent them from having accidents that can occur if they have this disease and do not know it. The funding requested is for the Amsler Grid magnets and presentation supplies. Carlsbad Invasive SDecies and Habitat Education Through visuals and exhibits this program will educate the citizens of Carlsbad about the invasive plants species now endangering the open spaces and habitat in Carlsbad. The exhibits will be featured at the AHLF Nature Center for school and public education. $40,000 $5,0( 24.980 12,000 10,000 5,OO 15,000 7.500 4,450 4.45 Attachment A Carlsbad Film Festival To Create the Carlsbad Film festival to be held in Carlsbad on a yearly basis. The grant will be used mainly for the advertising and promotion supplies. Children's Museum Support for traveling exhibit for Summer 2000. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
