POO-01 DEPT. Hw -ygy. CITY Al-W. RECOMMENDED ACTION: Adopt Resolution No. qq0523 accepting the bid of $58,000 and awarding the contract to Building Energy Consultants for the installation of centralized wireless remote lighting control system at Stagecoach, Calavera and Poinsettia Parks, and Chase Field, Pine Field, and High School tennis courts, Contract No. POO-01 . ITEM EXPLANATION: An outdoor lighting management system is a computerized program which allows staff to control lighting via phone modem from remote locations. This system has many benefits, including: l provides exact control of park area lighting l provides management data - i.e. field usage, light usage, user accountability l wireless remote control (no trenching required) l reduced labor costs l reduced energy costs The energy savings is estimated at 15% or $1,000 each month. Based on these cost savings, the system would pay for itself in approximately four to five years. On September 28, 1999, City Council approved contract documents and special provisions, and authorized the City Clerk to advertise for bids for this project. Three bids were received, opened, witnessed and recorded on November 17, 1999. The bid amounts ranged from $58,000 to $69,460. The bids were reviewed by the staff of Purchasing and the General Services of Public Works and were as follows: Building Energy Consultants $58,000 Power Distributors $66,100 Adams Electrical Contractors $69,460 Building Energy Consultants submitted the lowest bid. Therefore, staff recommends the contract be awarded to Building Energy Consultants, the lowest responsive bidder, in the amount of $58,000. The contractor’s registration and bonds are in order and references are satisfactory. Contract documents are on file in the General. Services of Public Works office. PAGE 2 OF AGENDi-iiLL NO. /& $32 This project has been determined to be exempt from environmental review per CEQA - Class 1 (c), Minor alteration of existing facility. FISCAL IMPACT: The project cost is $58,000. Funding is available in the Park Maintenance Capital Outlay budget. EXHIBITS: 1. Resolution No. 49-523 accepting the bid of $58,000 and awarding the contract to Building Energy Consultants for the installation of centralized wireless remote lighting control system at Stagecoach, Calavera and Poinsettia Parks, and Chase Field, Pine Field, and High School tennis courts, Contract No. POO-01 a RESOLUTION NO. 99-523 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. POO-01 FOR THE INSTALLATION OF CENTRALIZED WIRELESS REMOTE LIGHTING CONTROL SYSTEM AT STAGECOACH, CALAVERA AND POINSEITIA PARKS, AND CHASE FIELD, PINE FIELD. AND HIGH SCHOOL TENNIS COURTS WHEREAS, bids have been received by the City of Carlsbad, California for the installation of centralized wireless remote lighting control system at Stagecoach, Calavera and Poinsettia Parks, and Chase Field, Pine Field, and High School tennis courts; and WHEREAS, the lowest responsive bid received was submitted by Building Energy Consultants in the amount of $58,000; and WHEREAS, sufficient funds are available in the Park Maintenance Capital Outlay budget. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. The bid of $58,000 by Building Energy Consultants for the installation of centralized wireless remote lighting control system at Stagecoach, Calavera and Poinsettia Parks, and Chase Field, Pine Field, and High School tennis courts, Contract No. POO- 01 is hereby accepted and the Purchasing Officer is hereby authorized to execute a purchase order for this project. 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute a contract for and on behalf of the City of Carisbad.
