AUTHORIZATION TO ADVERTISE FOR BIDS
CURB GUTTER & SIDEWALK REPLACEMENT
CONTRACT NO. STS99-00-01
RECOMMENDED ACTION:
Adopt Resolution No. q4-5&5 approving contract documents and special
provisions, and authorizing the City Clerk to advertise for bids for Curb Gutter & Sidewalk
Replacement, Contract No. STS99-00-01.
ITEM EXPLANATION:
Due to aging infrastructure, it becomes necessary to replace sections of curb gutter and
sidewalk as it becomes cracked and/or raised to reduce trip hazards, and thus liability,
throughout the City. Staff has conducted an inventory and identified those areas most in
need of repair for replacement in this year’s program.
Contract documents are on file in the Public Works/Street Maintenance Division office.
Standard engineering drawings and locations are attached to the contract documents.
This project has been determined to have categorical exemption under Section 15301 of the
California Environmental Quality Act. The Class 1 exemption; as stated “consists of the
operation, repair, maintenance or minor alterations, of the existing public or private
structures, facilities, mechanical equipment or topographical features involving, negligible or
no expansion of use beyond that previously existing,” meets the criteria, as determined by planning staff, to be exempt from CEQA requirements.
FISCAL IMPACT:
The estimated cost of the program is $92,000. Funding is available in the Major Street
Maintenance budget (80%) and Transnet Local Sidewalk Construction Project No. 6 (20%).

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING CONTRACT DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS
AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR
BIDS FOR CURB GUTTER & SIDEWALK REPLACEMENT
CONTRACT NO. STS99-00-01
WHEREAS, the contract documents, special provisions and specifications for the
furnishing of all labor, material and equipment necessary to complete Curb Gutter & Sidewalk
Replacement Contract No. STS99-00-01 have been prepared and are on file in the Public
Works/ Street Maintenance Division office and are incorporated by reference herein; and
WHEREAS sufficient funds are available for this project in the Major Street Maintenance
and Transnet Local Sidewalk Construction Project No. 6 budgets.
NOW, THEREFORE, BE IT RESOLVED BY THE City Council of the City of Carlsbad as
follows:
1. The above recitations are true and correct.
2. The contract documents, special provisions and specifications as presented are
hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to
publish, in accordance with law, Notice Inviting Bids for the work of said contract documents,
special provisions and specifications.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad at its
regular meeting held on the DECEMBER , 1999, by the following vote, to wit:
