H i MTG. 12/14/99 REMOVAL OF A DISEASED AND DEAD % PALM TREE AT 3702 JEFFERSON STREET CITY ATTY. DEPT. PW/GS CITY MGR Adopt Resolution No. 5’9-mF authorizing the removal of a diseased and dead palm tree (Phoenix canariensis) at 3702 Jefferson Street. ITEM EXPLANATION: On November 2, 1999, City Council adopted a resolution which temporarily prohibited the removal of street trees in the northwest area of the City. Specifically,. property identified in the study area, which is bounded by El Camino Real west to the ocean between Agua Hedionda and Buena Vista Lagoons. Subsequent to that time, Tree Division staff has identified a palm tree at 3702 Jefferson which is diseased and dead. A more in-depth evaluation of this tree by staff arborists concluded this tree poses a threat to the health and safety of Carlsbad citizens and generated the recommendation for its removal. A second opinion was additionally obtained by a private certified arborist, Steve Holcomb. Mr. Holcomb is also recommending the removal of this palm tree (see attached letter, Exhibit 3). The same disease (phytophthora bud rot) from this tree has caused the demise of other palm trees along Jefferson Street. The remaining trees are showing signs of the spread of disease. Staff will closely monitor the remaining trees, but the possibility of their infection is significant. Further improvements to this area will necessitate the replacement of these trees with another species in the near future. FISCAL IMPACT: The removal of this tree can be accommodated as a normal operation expense of the Street Tree Assessment District budget. EXHIBIT 2 November 9, 1999 TO: GENERAL SERVICES MANAGER FROM: Park Supervisor HAZARDOUS TREE CONDITION (3700 BLK JEFFERSON STREET) A 35 foot Phoenix canariensis located in the 3700 block of Jefferson Street has died as a result of phytophthora bud rot. If the palm is not removed in a timely manner it will continue to deteriorate, which could cause the head to fall and /or trunk to collapse. This failure could place people and property in harms way, and create a liability for the City of Carlsbad. Dear Sir: Pursuant to your request I inspected the subject tree on November 3, 1999. This letter contains the findings of the inspection and recommendations for the tree. Also attached to this report are two photographs taken on the date of the inspection. Findings and conclusions of this report are based on the results of the tree and site inspection and from current industry standards for determining tree condition. Unless otherwise stated in this report, information contained herein relates to the condition of the trees at the time of this inspection. There is no warranty or guarantee, expressed or implied, that information in this report will mitigate existing or future tree conditions, problems or deficiencies of the subject tree or other trees. Based on the foregoing the following opinions are offered for your consideration: The subiect tree is dead. It has been dead for some time. It has probably died as a result of Pink Rot (Gliocladium vermoesenf]. It is also possible but not as likely that the causal agent of disease was Fusarium oxysporum another lethal disease of desert palms in coastal areas. The City is advised to take a tissue sample from the bud of the dead palm at the time the tree is removed. This sample can be cultured to determine the causal disease. It is important to know exactly which disease caused the death-of the tree so that other trees can be protected. . Remove the tree as soon as possible. The tree is a point Source of inoculum for whichever of the diseases caused its death. You will notice the two crows in the photograph. These birds will spread the inoculum from the diseased tree to other trees. In the future I advise you to determine the cause of decline in palms by tissue sampling and if the trees are infected with Gliocladium they can be treated for the disease. lf they are infected with fusarium there is no treatment and infected trees should be removed as quickly as possible. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the City of Carlsbad Tree Division is hereby authorized to remove the palm tree at 3702 Jefferson Street and replace said tree with a different species at a later time.
