PRESENTATION BY THE STREET TREE POLICY
COMMITTEE CHAIRPERSON ON THE CURRENT
PROGRESS AND RESCHEDULE THE FINAL
REPORTING DATE
RECOMMENDED ACTION:
Adopt Resolution No. 9-53 approving the rescheduling of the Street Tree
Policy Committee final reporting date to January 25, 2000.
ITEM EXPLANATION:
On November 2, 1999, City Council appointed a fifteen member citizen committee to
review the City’s 1970 tree policy and make recommendations to Council for
revisions in that policy. The Committee was directed to makes its report to the City
Council by December 15, 1999 unless at the request of the Committee it is
impractical to do so, and Council has determined a different date.
The Committee held its first meeting on November 10, 1999 and has been meeting
twice a week ever since. The Committee is close to submitting its final report to
Council, but feels more time is needed to thoroughly complete the report. Tonight,
Chairperson Eric Larson will be addressing to Council the progress made by the
Committee and request the final reporting date be rescheduled to January 25, 2000.
FISCAL IMPACT:
If Council approves rescheduling the reporting date to January 25, 2000, additional
costs may occur for consultant services, staff time, supplies, equipment and
materials. However, on December 7, 1999, Council approved allocating $25,000 to
the Parks Department Operating Budget for incurred costs from the Street Tree
Policy Committee.
Staff believes the appropriation of $25,000 will be adequate enough to cover the
Committee’s expenses until the final report is submitted to Council on January 25th.

6 WHEREAS, on November 2, 1999, the City Council appointed a 15 member Citizens
7 Committee to study the City’s Tree Policy; and
a WHEREAS, Council directed the Committee to consider all relevant issues in formulating
g its recommendations to the City Council including but not limited to, aesthetics, neighborhood
10 compatibility and preferences, safety, liability, environmental impacts, and to consider all
11 applicable laws, including but not limited to Americans with Disabilities Act, Clean Water Act and
12 the like; and
13 WHEREAS, the Committee was given until December 15, 1999 to make its report to the
14 City Council unless at the request of the Committee it is impractical to do so and Council has
15 determined a different date; and
16 WHEREAS, the Committee has made progress in formulating its recommendation to
17 Council by the December 15’h deadline, but feels more time is needed to thoroughly complete
18 the report; and
19 WHEREAS, on behalf of the Street Tree Policy Committee, the Committee’s Chairperson
20 is requesting the City Council to reschedule the final reporting date to January 25, 2000.
21 NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
22 follows:
23 1. That the above recitations are true and correct.
24 2. That Resolution No. 99-484 is hereby amended by extending the final reporting date
25 from December 15, 1999 to January 25,200O.
26 3. Except as amended above, all other terms and conditions of Resolution No. 99-484
27 remain in full force and effect.
