Adopt Ordinance No. NS-523, amending Title 10, Chapter 10.44, of the Carlsbad Municipal
Code, by the revision of Section 10.44.360, to establish a 45 mile per hour prima facie speed
limit upon Poinsettia Lane, from Paseo De1 Norte to its intersection with Black Rail Road.
ITEM EXPLANATION
Ordinance No. NS-523 was introduced and first read at the City Council meeting held on
December 7, 1999. The second reading allows the City Council to adopt the ordinance which
would then become effective in thirty days. The City Clerk will have the ordinance published
within fifteen days, if adopted.

ORDINANCE NO. NS-573
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44,
OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION
OF SECTION 10.44.360 TO ESTABLISH A PRIMA FACIE 45 MILE
PER HOUR SPEED LIMIT UPON POINSE-I-TIA LANE FROM PASEO
DEL NORTE TO ITS INTERSECTION WITH BLACK RAIL ROAD.
6 The City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by
6 the revision of Section 10.44.360 to read as follows:
9 “1044.360 Poinsettia Lane:
a. 10 Upon Poinsettia Lane from Carlsbad Boulevard to its intersection with Paseo del Norte the prima facie speed limit
11 shall be thirty-five miles per hour.
b. 12 Upon Poinsettia Lane from Paseo del Norte to its
intersection with Black Rail Road the prima facie speed limit
13 shall be forty-five miles per hour.”
14 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
15 be published at least once in a newspaper of general circulation in the City of Carlsbad within
16 fifteen (15) days after its adoption.
17 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
18 7th dayof December , 1999, and thereafter,
19 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
20 held on the 1.4th day of DECEMBER , 1999 by the following vote, to wit:
