THE CALIFORNIA LIBRARY LITERACY SERVICE AND
APPROPRIATING FUNDS TO THE LIBRARY 1999-2000

RECOMMENDED ACTION:
Adopt Resolution No. do06 -o/ accepting a grant in the amount of $26,789 from the
California Library Literacy Service.
ITEM EXPLANATION:
l From 1984 until 1989 the Carlsbad City Library adult literacy program was funded
with grant money from the state.
l In 1989, when those funds were no longer available, the City’s General Fund picked
up the support of the program.
l In 1990, when the California Library Literacy Service was created, the library became
eligible for additional matching grant funds.
l We have applied for and received the matching grant funds each year for the past
nine years.
l For the Carlsbad City Library, State-matching funds for 1999-2000 will be $26,789,
based on the Adult Learning Program’s current budget of $117,140.
FISCAL IMPACT:
The Carlsbad City Library meets the eligibility requirements for receiving State-matching
Funds. These matching funds are awarded by the State to extend or enhance existing
literacy services.
Grant funds, again, will be used for one-time purchases of equipment, computer software,
instructional material, and part time staff to work with small groups and learners with special
needs.

RESOLUTION NO. 2000-01
A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA,
ACCEPTING A GRANT FROM THE CALIFORNIA LIBRARY
LITERACY SERVICE AND APPROPRIATING THE FUNDS.
WHEREAS, the Carlsbad City Library Adult Learning Program provides training
to meet the literacy needs of the adult population; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports the
goals of the City Council and the objectives of the library; and
WHEREAS, the California Library Literacy Service is providing grant support for
the Adult Literacy Program in the amount of $26,789;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct
2. That state funds in the amount of $26,789 are hereby appropriated to the
Library 1999-2000 Grant Fund.
3. That accrued interest in hereby appropriated to account # 001-4055-7550.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Carlsbad, California, at a regular meeting held on the 4th day of
JANUARY , 2000, by the following vote, to wit:

Dear Mr. Lange:
I am pleased to inform you that the Carlsbad City Library Literacy Service has been
awarded $26,789 of CLSA matching funds for literacy, based on your certification of
$117,140 in local public and private funds budgeted for expenditure in the 1999/2000
fiscal year. The enclosed signed budget page (CLSA Form-46) specifies the amounts
approved for each budget category to support the Plan of Service you have submitted.
I enclose a master (for duplicating) of the Budget Change Request Form (CLSA
Form-53) to be used if changes in the approved budget should become necessary. An
instruction sheet is also enclosed.
I have initiated the payment process. You should receive a check for the above
amount within six weeks. All funds (CLSA and “other” certified for matching)
must be expended or encumbered by June 30,200O.
Once again, local libraries in the matching program have increased the funds
generated for literacy. The total has increased from $3.6 million in 1990/91 (the first
year of the matching funds program) to $12.3 million this year. I enclose a

spreadsheet summarizing sources and amounts of local literacy funds for your use in
the 1999/2000 budgeting process. FOUNDED IBSO
The ratio of state to locally raised funds remained about the same as last year. We are
currently providing $1 state dollar to every $4.37 raised locally, or a 23% state match.
