RECOMMENDED ACTION:
If the City Council concurs, its action is to introduce Ordinance No. flsL 51Q
adjusting Council compensation, operative after the November 2000 election.
ITEM EXPLANATION:
State law provides that compensation of City Council members may be increased by
ordinance in an amount not to exceed five percent for each calendar year from the
operative date of the last salary adjustment. The operative date of the last City Council
compensation adjustment was following the general election of November 1998. The
adjustment in Council salaries becomes effective after the November 2000 election in
which one or more members of the City Council become eligible for a new term of office.
The proposed ordinance would adjust the current compensation from $900 per month to
$992 per month.
FISCAL IMPACT:
Increase in Council salaries as explained above. The increase would be effective with the
first pay period after the November 7, 2000 election at which a current council member
begins a new term and/or a new council member is elected.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA AMENDING SECTION
2.04.010 OF THE CARLSBAD MUNICIPAL CODE BY THE
AMENDMENT OF TO INCREASE THE COMPENSATION
OF THE MAYOR AND MEMBERS OF THE CITY
COUNCIL
The City Council of the City of Carlsbad, California does ordain as follows:
SECTION I: That section 2.04.010 of the Carlsbad Municipal Code is
amended to read as follows:
“2.04.010 Compensation.
(1) Each member of the City Council shall receive as salary the sum of
$600 per month as authorized by Section 36516 of the Government Code, for cities
over 75,000 and up to and including 150,000 in population plus the sum of $392 per
month, which represents increases of 5% per year for each calendar year from the
operative date of the last adjustment of salary, for a total of $992 per month payable at
the same time and in the same manner as salaries are paid to other officers and
employees of the City.
(2) The salaries established by this section are exclusive of any amounts
payable to each member of the City Council as reimbursement for actual and necessary
expenses incurred in the performance of official duties for the City.
(3) Salary increases pursuant to this section shall become operative only
on and after the date upon which one or more members of the City Council become
eligible pursuant to Section 36516.5 of the Government Code for a’salary increase by
virtue of beginning a new term of office following amendment of this section.”
EFFECTIVE DATE: This ordinance shall be effective thirty days atIer its
adoption, and the City Clerk shall certify the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad
within fifteen days after its adoption.

City Council on the 4th dayof JANUARY ,2000, and thereafter
