CA CITY OF CARLSBAD - AGENDA BILL TITLE- -- RETIREMENT FROM THE POSITION OF CITY CLERK RECOMMENDED ACTION: Introduce Ordinance No. &JS*5%!9 amending Carlsbad Municipal Code section 2.04.030, adopt Resolution No. 02 0~ -16 acknowledging the retirement of Lee Rautenkranz as City Clerk, adopt Resolution No. 3000 -/F appointing a new City Clerk or call for a special election to fill the vacancy. ITEM EXPLANATION: City Clerk Lee Rautenkranz has submitted a letter announcing her retirement from the position of City Clerk effective January 11, 2000. The term of office of the City Clerk expires in November 2002. According to CMC s2.04.030, within 30 days from the commencement of the vacancy, the City Council may either appoint an individual to serve as City Clerk or call a special election to fill the vacancy. Carlsbad Municipal Code section 2.04.030 was adopted pursuant to state law which has now been amended to specify that if a special election is called it will be on a date not less than 114 days from the call for the special election rather than the 90 days as specified in our code. Ordinance No. A/S-zZ?? makes our code consistent with the provisions of state law. If the Council appoints a person to fill the vacancy created by the retirement of the City Clerk, the appointed person would serve for the remainder of the term which expires in November 2002 when the office is determined by the voters at the general election. . If the Council determines to fill the vacancy by calling for a special election, it must be held not less than 114 days from the call. If the Council does not call for a special election, the vacancy shall be filled at the next regularly established election date which is November 7, 2000. FISCAL IMPACT: If the Council appoints a person to fill the unexpired term of the City Clerk, there is no fiscal impact. If the Council chooses to place the vacancy on the ballot of the general municipal election in November 2000, it would add approximately $10,000 to the cost of the election. During that time, the city’s use of, and dependence on, technology has expanded tremendously. That growth has resulted in a corresponding increase in the demand on me and my duties and responsibilities as the Information Systems Director. As a result, I find it is impossible for me to continue to do justice to both positions. Therefore, after a great deal of deliberation and soul-searching, I am announcing my retirement from the position of City Clerk effective January 11,200O. I have truly enjoyed my 21 years of service as Carlsbad’s City Clerk and the opportunities it has afforded me, and would like to express my sincere gratitude for the support I have received from the citizens of Carlsbad and from the Mayor, the Members of the City Council and city staff. I realize this creates a vacancy, and that Council has the option of filling the unexpired term either by appointment or by election. I would ask, however, that Council consider appointing Lorraine Wood to the position of City Clerk to fill the unexpired term. Lorraine has excellent qualifications, experience in the City Clerk’s Office, and is a resident of Carlsbad. In addition, she epitomizes customer service and loves “City Clerk” work. Though I am retiring from the position of City Clerk, I will still be working for the City of Carlsbad as the Information Systems Director. Therefore, I will be available to assist with an orderly transition. In addition, there is an excellent support staff for the City Clerk that is extremely knowledgeable about City Clerk duties and responsibilities.
