FUNDING REQUEST FOR VISTA

RECOMMENDED ACTION:
Adopt Resolution No. ~OOO-18 approving an appropriation of $3,200 from the Housing Trust Fund
to provide funding assistance for the Vista Winter Emergency Shelter.

ITEM EXPLANATION:
On December 7, 1999, the Vista City Council approved an agreement with North County Solutions for
Change to operate a winter emergency shelter for the homeless at an estimated cost of $100,000. The
shelter program will serve homeless families and individuals from North County. A case management
program is included in the program to refer individuals and families to appropriate agencies for further
assistance. City of Vista staff report that the shelter and case management program were very successful
last year in assisting many homeless persons from North County.
Vista is seeking funding assistance to operate the program from the Federal Emergency Management
Agency and other North County cities as over two-thirds of the participants in last year’s shelter program
came from North County communities outside of Vista. The Vista City Council has submitted a letter
(Exhibit 2) requesting that the Carlsbad City Council approve a contribution to assist in operating the
shelter program. Approximately 3.27% of participants in the shelter program last year provided a Carlsbad
address as their most recent home.
1 RECOMMENDATIONS:
Staff recommends that the City Council approve an appropriation of $3,200 from the Housing Trust Fund
to help offset The City of Vista’s cost of providing the 1999-2000 Winter Emergency Shelter.
FISCAL IMPACT:
A total undesignated balance of approximately $640,000 currently exists in the Housing Trust Fund.
Appropriation of a $3,200 financial contribution to help offset the City of Vista’s cost to operate the
Emergency Winter Shelter will not substantially impact the fund balance.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROPRIATING $3,200 FROM THE HOUSING TRUST FUND
FOR FINANCIAL ASSISTANCE TO THE CITY OF VISTA FOR OPERATION
OF THE 1999-2000 WINTER EMERGENCY SHELTER AND AUTHORIZING
THE CITY MANAGER TO FORWARD THE APPROPRIATION TO THE CITY
WHEREAS, the City of Carlsbad desires to cooperate with other local agencies to address the
shelter needs of homeless persons and families; and
WHEREAS, the City of Vista is requesting assistance in funding the 1999-2000 Vista Winter
Emergency Shelter for homeless individuals; and
WHEREAS, approximately 3.27% of the those utilizing the 1998-99 Vista Winter Regional
Emergency Shelter identified Carlsbad as their most recent home;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby appropriates $3,200 from the Housing Trust Fund as a financial
:ontribution to the City of Vista for their Winter Emergency Shelter and authorizes the City Manager to
kuward the contribution to the City of Vista.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,
Zalifomia, on the 18th day of January ,2000, by the following vote, to wit:

Dear Carlsbad City Council:
On December 7. 1999, the Vista City Council approved an agreement with North County Solutions for Change to
operate a winter shelter program for the homeless. This action was not taken lightly, and came after considerable
debate among the City Council and input from our citizenry. We faced the challenge of balancing compassion for
the homeless during cold weather, with alternate uses of our very limited funds. Central to the debate was the need
for other cities to participate in the solution. Although Vista has taken a leadership position in this matter, both
financially and politically, this is not solely a Vista problem: last year, over two-thirds of the shelter participants
came from other North County communities. This point was repeated frequently by those residents who spoke.
both in favor and in opposition to the proposed shelter.
We are requesting that your City Council contribute to the cost of operating the 1999 winter shelter. The shelter
program will cost over $100.000 this year: 3.27% of the participants last year came from Carlsbad. We are not
specifying how much your city should contribute. but we do ask you to consider what the costs would be to
Carlsbad if Vista were to not host the shelter and each community was left to address the problem individually. As
you consider this request. reflect for a moment on the humanitarian aspect of this program. It takes individuals off
the streets of all our cities during the cold and inclement weather, gives them showers, food and shelter, and, most
importantly. hope. We implore you to help fund this program.
