ENG I RECOMMENDED ACTION: Adopt Resolution No. dooo- L( 1 approving the rescheduling of the Street and Sidewalk Policy Committee final reporting date to March g 2000. 7 ITEM EXPLANATION: On November 2, 1999, City Council appointed a fifteen member citizen committee to review the City’s eleven year old street and sidewalk policy and make recommendations to Council for revisions in that policy. The Committee was directed to make its report to the City Council by February 1, 2000, unless at the request of the Committee, the Council extends the date. The Committee held its first meeting on November 10, 1999, and has been meeting at least once a week ever since. The Committee is close to submitting its final report to Council, but feels more time is needed to thoroughly complete the report. Tonight, Chairperson Bob Leger will be addressing to Council the progress made by the Committee and request the final reporting date be rescheduled to Marchfi, 2000. 7 FISCAL IMPACT: If Council approves rescheduling the reporting date to March 6, 2000, additional costs may occur for consultant services, staff time, supplies, equipment and materials. However, on December 7, 1999, Council approved allocating $55,000 to the Engineering Department Operating Budget for incurred costs from the Street and Sidewalk Policy Committee. Staff believes the current appropriations will be adequate enough to cover the Committee’s expenses until the final report is submitted to Council on March 6 2000. 7 EXHIBITS: 1. Resolution No. 2 oOO- Y I approving the rescheduling of the Street and Sidewalk Policy Committee final reporting date to March $, 2000. 7 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 - RESOLUTION NO. 2000-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE RESCHEDULING OF THE STREET TREE POLICY COMMITTEE FINAL REPORTING DATE TO MARCH X,2000. WHEREAS, on November 2, 1999, the City Council appointed a 15 member Citizens Committee to study the City’s Street and Sidewalk Policy; and WHEREAS, Council directed the Committee to consider all relevant issues in formulating its recommendations to the City Council including, but not limited to, aesthetics, neighborhood compatibility and preferences, safety, liability, environmental impacts, and to consider all applicable laws, including but not limited to Americans with Disabilities Act, Clean Water Act and the like; and WHEREAS, the Committee was given until February 1, 2000, to make its report to the City Council unless at the request of the Committee it is impractical to do so and Council has determined a different date; and WHEREAS, the Committee has made progress in formulating its recommendation to Council by the February 1, 2000 deadline, but feels more time is needed to thoroughly complete the report; and WHEREAS, on behalf of the Street and Sidewalk Policy Committee, the Committee’s Chairperson is requesting the City Council to reschedule the final reporting date to March 7, 2000. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That Resolution No. 99-485 is hereby amended by extending the final reporting date from February 1, 2000, to March 7., 2000.
