RECOMMENDED ACTION:
Adopt Resolution No. mevising the Hourly Salary Schedule.
ITEM EXPLANATION:
The Hourly Salary Schedule was last revised on March 1, 1998 to bring the City’s hourly
compensation into compliance with the new minimum wage law and adjust for market
movement. Consistent with Council’s goal to ensure the delivery of top quality services, staff
has annually conducted a salary survey of hourly positions to monitor comparable jobs in the
market. Although average salaries have been increasing, the change has not been significant
enough to justify an adjustment until this year. Based on a recent survey of the cumulative
market increases, staff now recommends the need to adjust hourly salary ranges in order to
maintain competitive salaries. The attached revised Hourly Salary Schedule reflecting the latest
market survey is submitted for Council consideration and approval.
Market Adiustment
Since 1999, the trend of salaries for hourly wages has been accelerating upward. This is due to
the robust economy, low unemployment and the intense competition for workers in the
marketplace. The salaries have particularly risen in the entry level categories of workers where
the City is competing against both private sector companies and other public sector agencies that
use entry level workers. Based on the results of the survey conducted, staff recommends
increasing some of the minimum dollar amounts an additional twenty-five cents to one dollar per
hour and the maximum hourly dollar amounts an additional one to two dollars per hour in most
categories. The largest increase proposed is in the maximum dollar amount of the
Administrative Assistant which is recommended to be increased an additional five dollars per
hour commensurate with comparable positions in the classified service.
Departments have the flexibility to compensate hourly staff up to the maximum dollar amounts
specified for classitications if appropriate. It is each department’s responsibility to monitor and
approve any initial salary placement and increases for hourly staff based on individual
qualifications and performance. There are no automatic increases required for individual
employees as a result of the proposed salary schedule adjustments. Any salary increases to
hourly staff must be funded within the department’s current budget. Any requests for additional
funds for the new fiscal year will be submitted in the normal budget request process.
FISCAL IMPACT:
There is no additional request for funds necessary in the implementation of this revised hourly
salary schedule. Funding for hourly increases will be absorbed in the departments’ current fiscal
budgets.

RESOLUTION NO. 2000-47
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAIUSBAD, CALIFORNIA, APPROVING THE REVISED HOURLY
SALARY SCHEDULE.
WHEREAS, the Human Resources Department conducts annual salary
surveys to maintain competitive salaries for hourly positions; and
WHEREAS, the City Council desires hourly salaries to remain competitive for
comparable positions in the market; and
WHEREAS, the City Council has decided to make revisions in the salary
schedule for hourly employees to maintain competitive salaries.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Hourly Salary Schedule (Attachment A) attached hereto is
hereby approved and adopted.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, on the day of FebruaTZOOO, by the 8th
following vote, to wit:
