RECOMMENDED ACTION:
Adopt Resolution No. dam-s/ approving the purchase of computer equipment, task chairs, drive-
up book drops, enhanced lighting and the installation of protective window glazing as part of the Cole
Library remodel project.
ITEM EXPLANATION:
The Cole Library remodel project was approved by the City Council on September 14, 1999. To
complete this project, the City Council appropriated $1.9 million from the 19992000 Capital
Improvement Program budget. Interior remodel work, including new paint and carpet, new public
service desks, reconfiguration and seismic bracing of stacks, removal of old wall paneling, and
upgraded electrical wiring and computer cabling are well under way and should be completed by
mid-February. Book stacks and furniture will then be installed and collections will be moved into the
library from storage.
What remains to be done, prior to a planned reopening of the facility in early April, is to order new
computer equipment, including a new SelfCheck system, purchase new task chairs for all public
access computers, microform reader/printers and public service desks, install safety glazing on all
windows, replace the drive-up book drops, and improve lighting in the conference room. Computers
will be purchased direct from COMPAQ under the Government-Education-Medical sales program
authorized by the State for local government jurisdictions. The SelfCheck will be ordered from 3-M
as a sole-source supplement to the system already in operation at the new Carlsbad Library. Safety
glazing of the library’s windows and enhanced lighting will be handled as Public Works contracts.
FISCAL IMPACT:
The estimated costs for the first phase of the project were as follows:

Of the $1.9 million appropriated for the entire project, to date there is a total of $689,123 in
expenditures and encumbrances, leaving a balance of $1,210,877.
The cost of the requested items, including tax and shipping is as follows:

A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA,
AUTHORIZING THE LIBRARY TO PURCHASE COMPUTER
EQUIPMENT, TASK CHAIRS, DRIVE-UP BOOK DROPS,
ENHANCED LIGHTING AND WINDOW SAFETY GLAZING AS
PART OF THE COLE LIBRARY REMODEL PROJECT, CITY
PROJECT NUMER 33841
WHEREAS, the City Council of the City of Carlsbad, California has previously
appropriated funds for the Cole Library Remodel Project; and
WHEREAS, there needs to be new computer equipment and chairs for both
staff and public, a SelfCheck system for circulation of materials, new drive-up book
drops, enhanced lighting and safety glazing of all windows as part of the Remodel
Project; and
WHEREAS, The City Council hereby finds it necessary and desirable to
authorize the expenditure of previously appropriated funds for these projects;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the expenditure of $182,000 for computer
equipment, $29,000 for task charis, $31,000 for a SelfCheck system; $7,500 for drive-
up book drops, $10,000 for enhanced lighting and $30,000 for window safety glazing.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Carlsbad, California, at a regular meeting held on the 8th day of
February , 2000, by the following vote, to wit:
