HomeMy WebLinkAbout2000-03-07; City Council; 15637; Carrillo Ranch Park Phase II And Public ArtAB# r I UlTG. 3/7/00 CITY OF CARLSBAD -- AGENDA brLL AGREEMENT FOR DESIGN OF CARRILLO RANCH PARK PHASE II AND PUBLIC ART CITY ATTY 66% CITY MGRS I RECOMMENDED ACTION : Adopt Resolution No. 2000-72 approving a consultant agreement with KTU+A for design of Phase II of the Carrillo Ranch Park , Project No. 34561-11, and approving a separate agreement with artist Paul Hobson for design and installation of a public art piece at Carrillo Ranch. ITEM EXPLANATION : To date, the following recent milestones in the development of Carrillo Ranch have ocurred: 1. January 1998: Council approved the Master Plan and directed staff to proceed with environmental review. 2. March 1999: Council awarded the contract to construct Phase IA of Carrillo Ranch, which included the perimeter wall, gates, and landscaping (no environmental review or permits were required for this project). 3. December 1999: Planning Commission approved the Carrillo Ranch Master Plan and Conditional Use Permit. 4. January 2000: Council accepted Phase IA as complete. 5. February 2000: Bids were received for renovation of Deedie’s House. Work is scheduled to begin next month (this is a “Minor Public Works Project”, not requiring Council action). I In the FY 1999-2000 Capital Improvement Budget, the City Council appropriated funds to begin design of Phase II of the Carrillo Ranch. Phase II includes the following work: a 8 % % . . e 8 6 5 8 1. Park utilities. 2. Park entry drive and parking area. 3. Continued renovation of the existing ranch buildings (seismic retrofitting and general restoration). 4. Construction of rest rooms. 5. Security systems. 6. General park improvements such as walkways, pedestrian bridges, renovation of the pool (into a reflecting pool), gates, etc. 7. Landscaping. KTU+A, a landscape architectural and planning firm has been involved in this project since 1996. To date, they have been contracted to produce the Carrillo Ranch Master Plan and Phase IA construction documents. Staff is recommending they continue as the consultants to the City for Phase II because of their expertise in this type of work, familiarity with the project, and positive past performance. Artist Paul Hobson was selected to be a member of the Carrillo Ranch Master Plan team, working with the City, landscape architects and the community, to identify arts projects relating to the development goals of the Ranch. The Carrillo Ranch “Caballeros Gate”, temporarily housed at the Sculpture Garden, was one such project. Mr. Hobson is now being asked to further . AB# 15.637 Page 2 develop several of the approved Master Plan concepts as part of Phase II of the project. The main entry gate and enhancements to the main bridge are proposed. The artist will work closely with KTU+A and staff, present designs, and develop a model. The model will be exhibited for public comment prior to the Arts Commission approval. Finally, the plans will be brought back to Council along with plans and specifications for the entire Phase II portion of the project. ENVIRONMENTAL REVIEW On December 15, 1999, the Planning Commission approved the Mitigated Negative Declaration, Mitigation Monitoring Program, and Conditional Use Permit for the Carrillo Ranch Park Master Plan which included all elements of the development for all phases of the project. FISCAL IMPACT; The City Council has appropriated $375,000 (Public Facilities Fees) in the current FY 99-2000 Capital Improvement Program for the Carrillo Ranch Phase II design. KTU+A’s design fee for the attached Scope of Work is $292;845. Paul Hobson’s contract is for $32,000, which includes design, fabrication, and installation. Consultant Agreement (Paul Hobson) 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 - RESOLUTION NO. 2000-72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A DESIGN CONTRACT WITH KTU+A AND PAUL HOBSON WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary and desirable, and in the public interest to appropriate funds and budget in the FY 1999-2000 Capital Improvement Program for the design of Carrillo Ranch Park Phase II, and the design and installation of art work at the Carrillo Ranch; and WHEREAS, the landscape architectural and planning consulting firm of KTU+A and artist Paul Hobson were originally selected to participate in the design of Carrillo Ranch through a thorough and objective selection process; and WHEREAS, KTU+A and with artist Paul Hobson have demonstrated their expertise, knowledge of, and positive past performance in regards to this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, the following: 1. That the above recitations are true and correct. 2. That a consultant agreement with KTU+A for design of Phase II of Carrillo Ranch and Paul Hobson for design, fabrication and installation of art for Carrillo Ranch Phase II, is hereby approved and the Mayor and City Clerk are authorized and directed to execute said agreement 3.
