ENG CMWD PROJECT NO. 98-407, CONTRACT NO. 36561 I RECOMMENDED ACTION: Adopt Resolution No. 2000-77 for approval of plans and specifications and authorization to publish an invitation for bids for Foxes Landing Sewer Lift Station Upgrade, CMWD Project No. 98-407, Contract No. 36561. I ITEM EXPLANATION: The Foxes Landing Sewer Lift Station was built in 1962. The lift station will be upgraded to bring the electrical, instrumentation and controls and ventilation systems into compliance with current codes and standards. The upgrade will include three new pumps, an odor control system and a control building. Presently the maximum flow into the station is 1500 gallons per minute and the station has only 1 pump of that capacity. Three pumps, each with 1500 gallon per minute capacity are being added for pumping system redundancy. New features will be added to make the lift station more reliable such as controls and alarm equipment. Also, the lift station is being converted from 230 to 480 volt power which will result in less energy consumption. The lift station site is shown on Exhibit 1. The Public Works engineering staff has prepared plans and specifications to upgrade the lift station which are on file in the office of the Deputy City Engineer, Utility Engineering Division, and are incorporated herein by reference. In accordance with Section 3.28.080 of the Municipal Code, an Invitation to Bid will be published, and the contract will be awarded to the lowest responsive, responsible bidder subject to the City Council’s approval. Construction is anticipated to require approximately two hundred seventy (270) calendar days from the date of issuance of the Notice to Proceed. Staff recommends approval of the project plans and specifications and requests approval to proceed to bid for the upgrade of the lift station to improve conveyance system reliability. ENVIRONMENTAL IMPACT: The Planning Department has determined that the construction of the pipeline and lift station work is exempt from CEQA in accordance with Section 15301, paragraph 21152b, Class 1. Also, the City of Carlsbad Planning Commission approved CUP 99-10 by Resolution No. 4624 on August 18, 1999 and the California Coastal Commission exempted the project by CDP 99-l 18 on December 9, 1999. FISCAL IMPACT: I The Engineer’s Estimate for design and construction of the sewer lift station upgrade are: Funds totaling $1,395,000 have been appropriated in the 99-00 Budget for the lift station upgrade.
