CD RECOMMENDED ACTION: Staff recommends the City Council ADOPT RESOLUTION NO. Jbo6 -80 approving an agreement with B & G Consultants to provide construction management services for the Cole Library Remodel Project, City Project No. 33841. ITEM EXPLANATION: Under this agreement, B & G Consultants will provide ongoing construction management services for both Phase 1 and 2 for the City’s Cole Library Remodel Project. B & G Consultants of San Diego is the same firm which successfully provided similar services to the City for the main library project on Dove Lane completed last year by the City. B & G will coordinate all contractor / City activities, monitor construction progress, perform quality control review, and undertake all associated administrative requirements for the project on behalf of the City. The total time for the project is estimated to be about 5 months. Because of the abbreviated schedule for the Cole Library Remodel Project and the critical need to coordinate all activities during the remodel of the building, B & G Consultants was determined to be best suited for this work. B & G is also very familiar with the City’s operation and requirements with respect to project management. Staff recommends approval of this consulting agreement. ENVIRONMENTAL REVIEW: The project is an interior maintenance and repair effort, The Planning Director has determined this project is categorically exempt from environmental review under Section 15301 of the CEQA guidelines. A Notice of Exemption has been filed for this project. FISCAL IMPACT: The total cost for these services is $48,596. Funds are available in the project account for this work without requiring additional appropriations. PAGE 2 OF AGEN&lLL NO. 15 s 646 The above estimates represent the known anticipated costs for the interior remodel of the facility. Staff will be proposing in the 2000 - 01 CIP a small project intended to improve the exterior building appearance, cleanup the exterior landscaping and irrigation system, and make some minor modifications to some of the exterior building components. Of the $1.9 million appropriated for the entire project, to date there is a total of $689,123 in expenditures and encumbrances, leaving a balance of $1,210,877. On February 8, 2000, the City Council adopted Resolution No. 2000-5 1 authorizing the purchase of computers, self-check systems, book drops, task chairs, and lighting and window glazing improvements to the project in the total amount of $289,500. The addition of these expenditure to the project will leave an estimated balance of $921,377. In utilizing this consultant for this project, the Purchasing Officer has approved the waiver of the requirements of CMC section 3.28.150 requiring the solicitation of multiple proposals for professional services. B & G Consultants has recent knowledge and experience providing construction management services to the City on other successfully completed projects. Additionally, this consultant firm has particular expertise in construction managing library projects, has qualified staff available, and can perform the required services within the abbreviated construction schedule established for this project. RESOLUTION NO. 2000-80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING AN AGREEMENT FOR CONSTRUCTION MANAGEMENT SERVICES FOR THE COLE LIBRARY REMODEL 6 WHEREAS, the City Council of the City of Carlsbad, California has previously awarded a contract for the Cole Library Remodel Project, City Project No. 33841, hereafter referred to as 7 8 the “Project;” and 9 WHEREAS, a scope of work and fee schedule for needed construction management 10 11 12 13 14 15 services for the Project have been prepared with B & G Consultants for these services with said firm determined to be uniquely qualified to provide these services within the City’s abbreviated available time frame; and WHEREAS, the City Council hereby finds it necessary, desirable, and in the public 16 17 18 19 20 21 22 interest to proceed with an agreement to provide the required services for the Project. NOW, THEREFORE, be it resolved as follows: 1. That the above recitations are true and correct. 2. That an agreement with B & G Consultants is hereby approved and the Mayor is authorized to execute said agreement.
