Adopt Resolution No. wa &8d waiving the City of Carlsbad’s right to allocation of certain block
grant funds and authorizing the County of San Diego to apply for and expend said funds for the
mutual benefit of both jurisdictions.
ITEM EXPLANATION:
The Federal Office of Juvenile Justice and Delinquency Prevention is making juvenile accountability
incentive block grant funds available through the California Office of Criminal Justice Planning
(OCJP). The grant is a formula based on law enforcement expenditures and crime arrest data for
each unit of local government and totals $1.3 million for the San Diego region. The allocation for
Carlsbad is $17,711, requiring a cash match requirement of $1,968, 10 percent of the total
expenditure ($19,679). The County of San Diego will meet the 10 percent cash match requirement for
the pooled funds.
The County of San Diego has proposed a regional approach to the expenditure of these funds for the
purpose of completing an interagency data base among criminal justice agencies, schools, and the
health and human services agency which will provide for immediate access to status of juveniles in
the criminal justice system. In addition, the County will pool the funds to apply for a Juvenile
Accountability Incentive Block Grant on behalf of the San Diego region.
The San Diego County Police Chiefs’ and Sheriff’s Association is supporting this approach as a
mutually beneficial program which will ultimately benefit everyone involved.
FISCAL IMPACT:
Carlsbad’s allocation of $17,711 is based on submittal and acceptance of a grant proposal. Without Council approval of this request, there are no plans for a grant proposal solely for the City of Carlsbad.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, TO WAIVE RIGHT TO APPLY FOR
BLOCK GRANT FUNDS AND AUTHORIZING COUNTY OF SAN
DIEGO TO APPLY FOR AND EXPEND FUNDS.
WHEREAS, the City of Carlsbad declines to directly undertake any project using funds
made available through the Juvenile Accountability Incentive Block Grant Program administered
by the Office of Criminal Justice Planning (OCJP) ; and
WHEREAS, the City of Carlsbad waives its right to its allocation of $17,711 and authorizes
the County of San Diego to apply for and expend the funds for the mutual benefit of both
jurisdictions.
WHEREAS, the County of San Diego shall agree to provide all matching funds required
for said project (including any amendment thereof, and including the matching funds for the City of
Carlsbad’s allocation) under the Program, and the funding terms and conditions of OCJP and that
the cash match will be appropriated as required ; and
WHEREAS, it is agreed that any liability arising out of the performance of the Grant Award
Agreement, including civil court actions for damages, shall be the responslbility of the grant
recipient and not the responsibility of the City of Carlsbad. The State .of California and OCJP
disclaim responsibility for any such liability.
WHEREAS, the grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.
NOW, THEREFORE, BE IT RESOLVED by the Cii Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
