Environment Description The City has a routed wide area network of 22 sites connected together via T-l or direct fiber connections. There is approximately 500 PC’s spread throughout the WAN. Eight sites have their own LAN varying in size between 10 and 200 users. The 14 other sites are smaller, do not have file servers, but are connected to the citywide network via Tl’s. They contain anywhere from 2 to 8 users. Eight Compaq file servers, each running NetWare 5.x and GroupWise 5.x, currently comprise the file, print and messaging fabric of the network. Arcserve and Norton Antivirus are additional installed products that provide backup and virus detection, respectively. Windows 9x running Client32 comprises the vast majority of the desktop operating systems, however there is also NT4 in use. Standard applications include the Microsoft Office Professional suite, Microsoft Project, GroupWise, Norton Antivirus and Netscape Communicator. Reflections is used for terminal emulation to the City’s financial applications residing on a HP9000. The City Library site currently the only City site which ZENworks is installed and running. This site may not need to be touched during this effort. The Library utilizes the application management and distribution, remote control and software and hardware inventory. A basic diagram displaying the setup of that location is included. NT4 is the OS at the workstation level. He City’s mission critical applications reside primarily on a HP9000 UNIX computer. Those applications include Building Permits, Financials, Utility Billing and a few other vital services. Site visits Interested vendors are responsible for conducting a “due diligence” site review to ensure that the proposed solution is technically sound, meets the Novell design guidelines, and that the existing mission critical software applications are reviewed for possible conflicts associated with the automated distribution. Site walk is scheduled for February 16* at 2:OOpm. If you plan to attend, please contact Gordon Peterson at 760-602-2454 or gpete@ci.carlsbad.ca.us to confirm. Other considerations l Through the design and implementation process please consider the implications if the City were to implement other new ZEN products in the future, such as ZENworks for Networks or Servers. l The City will be implementing Citrix MetaFrame for remote access very soon. l The City currently owns all software and licensing necessary for implementation of ZENworks. l Please recommend any additional hardware required for this effort, however, the City will likely purchase that hardware on it’s own. l The City’s computing environment is stable, downtime is generally planned and after hours. ABOUT YOUR PROPOSAL The following majors areas must be addressed in your proposal. Each of these areas is explained in further detail. l Application objects l Vendor requirements l Vendor references l Lead project engineer l Second project engineer l Additional requirements Applications objects The following application objects should be created in ZEN: l Microsoft Office 2000 (custom install) l Microsoft Project l Microsoft IE, latest version l Netscape, latest version l GroupWise 5.5 l Adobe Acrobat l Reflections terminal emulation software by WRQ l Norton Anti- virus Vendor requirements Due to the inherent complexity of ZENworks installations, the City of Carlsbad has set the following baseline standards for qualifying vendors. l Novell Platinum Partner for at least 2 years. l Microsoft Certified Solution Provider for at least 2 years. l Employ at least one full time, permanent Compaq ASE on staff l Employ at least one full time, permanent Master CNE on staff. l Employ at least one full time, permanent CNE who has attended the Novell ZEN mastery training. Vendor reference requirements Interested vendors must show their ability to implement, and complete this installation by demonstrating past successful completion of a project of similar size and complexity. Describe briefly other such projects. At minimum include information regarding the following items: l Number of servers (minimum 3) l Number of sites (minimum 3) l Number of workstations (minimum 300) l Number of applications deployed (minimum 15) l Number of printers involved (driver deployment, NDPS, etc.) l Contact name and phone number Lead project engineer requirements ZENworks installations require a level of site involvement that ranges from the server components and stability through the desktop applications and user preferences. Because of this demanding role, responding vendors are required to submit a resume of the lead engineer for the implementation and quality assurance aspects of this project. Resumes should include, but are not limited to the following items: l Novell CNE certifications (CNES, AKNE, GWCNE, etc.) l Other Novell non-certification courses completed, if applicable. l Other vendors’ certifications (MCSE, CCNA, ASE, etc.) l Last three years of network engineering experience l Dates, descriptions, and contact phone numbers for at least three ZENworks deployments, of which one exceeded 300 workstations. l Other information that would be relevant to the project. Backup project engineer requirements The scope of this project is large enough that it will in all likelihood require more than one engineer to complete. Resumes of these individuals should include: l Novell CNE certifications (CNES, MCNE, GWCNE, etc.) l Other Novell non-certification courses completed, if applicable. l Other vendors’ certifications (MCSE, CCNA, ASE, etc.) Additional Proposal Requirements Proposals are required to include, but not limited to, the following information. Implementation time line - showing the installation, workstation registration, application object, printer object,‘workstation deployment, quality assurance and staff training aspects of the project. Significant site notes - concerns on existing workstation/server hardware, software licensing, tree design, infrastructure issues, etc., that the vendor believes will impact the implementation or functionality of the project. Quality assurance -to avoid “completion creep”, the vendor should describe procedures used to verify complete functionality of printing, applications, and ZENworks features at project end date. Training/documentation - the success of this project will be measured by the ability of the City’s IS staff to maintain it, as well as its functionality and stability at project completion. To this end, vendors should describe the methodology proposed to train the existing staff on routine tasks, general maintenance, and troubleshooting of the new environment. Along the same lines as training, documentation of how this is build into our environment is also required to further enhance the knowledge transfer to City staff. Pricing - this may be bid flat rate or by estimated hours. If estimated hours are bid, you must bid as an amount not to exceed without prior City approval and bill actual hours. Please state you bill rate for all parties working on this project, should the City request additional tasks. Warranty - include your warranty on a project such as this. Proposal Evaluation All proposals will be evaluated on the following areas as equal importance. The City reserves the right to refuse any or all bids. l Knowledge/experience of staff l References l Fit and flexibility to meet our needs 0 Price l Completeness of response Estimated Timeline l RFP sent 2/l l/2000 l RFP due back by 5:00 PM 2/25/2000 l Select vendor notified by 3/3/2000 l Begin project within l-2 weeks l Complete project by 4/l/2000 Closing Please direct any questions Gordon Peterson. Deliver, mail or email your proposal as listed below no later than 5:00 PM, February 25,200O. A copy of the City’s agreement will be sent to you upon request. The agreement will need to be signed by the selected vendor. January 1997 - February 1997 l Western Technologies Support staff l Technical support and help desk duties for PETZ Enterprise. 2/24/00 11 . ’ Additional Project Requirements: Implementation time line. Day 1 -This day is resewed for a NetsWork and Carlsbad staff meeting. Goals for this day are: Introductions and teambuilding - the Carlsbad staff and the Netswork group are really going to be required to integrate tightly and act as a team. Many times, a “get acquainted session” helps eliminate posturing and miscommunications later in the project when late hours and deadlines raise the stress level. Selection of control group - a group of about ten users, representative of the average “needs base” will need to be chosen through the LAN to act as a control group for initial deployment of policies and applications. They act as internal BETA testers to help refine processes before full deployment. Site review and application familiarization - this is where the actual applications and the work environment is observed in its current state. This helps breed familiarity with the actual user needs so that the modified ZEN best suites the needs of the users. This reduces end user learning curves and anxiety. Day 2 l Complete NDS Health Check. l Review of all ABEND.LOGS l Review of Tree partition and WAN design l Review of all sewer health and configurations l Address NDS issues, if found. l Create naming standards document Days 3 to 6 l Meeting to design and detail “battle plan” for implementation, create staff assignments. l Patch all servers to latest service pack l Update DS if not part of latest service pack. l Update client on all workstations -this is time consuming because every desktop must be visited. Although client update can be accomplished with the automatic upgrade, this is not advised with the ZEN client due to known product limitations that cause configuration issues. TID 2940857 describes this. 2/24/00 12 - Day 6 l Install ZEN on all servers - required for ZEN files and application launcher to be synced with the preferred/local server. l Creation of ZENworks procedures to deal with serverless remote site activity (lights out deployment due to heavy load on T-l lines) Day 7 l Creation of workstation policies of WinQx#VinNT l Creation of user policy packages l Creation of container search policies l Printer distribution. Day8 0 Workstation registration of all stations l Training Day 9 l Control group testing of all policies and packages l Redress of issues noted in control group testing. Day IO and 11 Creation of application objects for WinSxIVVinNT for the following: Office 2000 custom install MS Project Microsoft IE, latest version Netscape, latest version GroupWise 5.5 Adobe Acrobat Reflections by WRQ Norton Anti-Virus Create a separate policy for any of the above that is larger than 5MB download for WAN sites (automated ZIP, download, UNZIP and install) due to restrictions of T-l line. Deploy apps to control group. Day12 l Meeting to refine “battle plan” and issue staff assignments l Training on assigned tasks 2124100 13 Day 13 to 18 (D-Day) l Rollout of all policies by department/site l Deployment of all applications by department/site l Resolve issues as they arise (workstation GPFs, app settings, printer issues, etc. Day 19 and 20 l Meeting to discuss lessons learned 0 Quality assurance review l Staff training l Formal turnover of project l Formal signoff of project. l NetsWork staff departs 2124100 14 Additional Project Requirements (cont.): Significant site notes The following notes are mixed issues that we believe to be significant and tat may have bearing on the degree of success we have with this project. Licensing - ZENworks can easily limit application deployments based on a maximum number of users. Prior to project start, the city should create and document applications and licenses. Discovery of insufficient licenses in mid- project can lead to delays or installation workarounds (Band-Aids). Office 2000 - Office 2000 is supported in ZEN quite nicely. A very interesting article to read on its setup and control can be found at: h~~://~.nOvell.~m/COOlsOlUtiOns/zen~rks~features~a office2k zen zw.html LogicSource - the most powerful support item we have ever ran across is the LogicSouce ZEN resource kit. Well worth the money, it is indispensable to your support staff for future ZEN issues. We highly recommend purchasing it from Novell. Information can be found at hlQxNsuDoort.noveIl.com/loaicsource/zenworks/ User expectations - even under ideal circumstances, make no mistake that this is going to be disruptive to the users and office productivity for a short time. Communication of the benefits is crucial to the positive attitude of the end users. Honesty regarding the environment change, troubleshooting requirements and timeframes prior to project start can go along way reduce user stress which can compticate the installation. PC’s - We require 3 units that are representative of the average workstation for the testing environment. If resources are short, this can be difficult, but is necessary to reduce troubleshooting on the control group. Ongoing support - We require one dedicated workstation configured with PC Anywhere to be available when calls for support are placed. This saves time and acts as a training aid. Staff Integmtion - for project management and accountability purposes, the NetsWork lead engineer must act as the direct supervisor of any city staff participating in the ZENworks deployment (only for tasks related to the deployment). 2/24/00 15 PrOnting - Serious consideration should be given to NDPS installation. The default method for ZEN is printer driver download on every log in. NDPS only does it on a change. Additional Project Requirements (cont.): Quality Assurance We believe that the best quality assurance rules are: l Let the end user determine whether it works or not- Regardless of the technical facts, end user complaints and comments should be taken seriously and documented. Complaints don’t die if ignored, they just get louder. l No-Ego rule - Everyone should be double-checked by someone else - if a task is complete, have it double-checked by someone else. Many times “tunnel vision” allows well meaning and disciplined technicians to make mistakes. After each departmental/site deployment, we will interview end users to look for trends or significant comments. We will bounce them off the scope of the project to determine a resolution. All major tasks are double-checked for accuracy. At the end of the project we will have a formal sign off on all aspects of the project, ensuring that the City has an opportunity to check the work or verify its functionality. Our last point is that most large mistakes are the result of poor pre-project planning. Our timeline allows for several meetings to check milestones and review the quality of our deployment in stages. 2/24/00 16 - atsW0~ leey. H4?MpAailbt&fM~ Additional Project Requirements (cork): Documentation & Training We recognize that this project can only be as successful as the citys ability to maintain it. To that end we have addressed this issue in the following ways: Pre-project training - in the first meeting, we will begin training on the specific aspect of the cities ZEN deployment, how they relate to the product features, and the “how and whr of the installation. This helps bring relevance to an otherwise technical and dry subject. Mid-project training - during the installation, training meetings will be held to discuss significant issues, what was done, and how issues encountered were resolved. End of project training - specific training on the maintenance and troubleshooting of the ZENworks installation will occur. Computer based videos - digital videos will be created and stored on the servers that will demonstrate the common tasks associated with maintaining and troubleshooting the ZENworks deployment. Project Documentation - every facet of the installation will be documented and presented to the City upon completion. 2/24/00 , 17 Additional Project Requirements (cont.): Documentation & Training Pricing It is estimated that this project will take 2 engineers 20 days to complete. The hourly rate has been discounted from $195 per hour to $175 per hour. We will bill hourly. Actual hours will be billed. Participation by the city staff may lower the above estimate. Warranty We will troubleshoot and correct all errors related to the installation of ZENworks for 90 days. Amvval Print Name Signature Date . 2/24/00 18
